us as an un welcome permanent parasite and the forecasting of economic experts is that things wont change for the worse at a greater pace than Canadians can adjust to Much will depend on how individuals act and react On the other hand there are indications that some things will get better So all in all could be a happier economic year on balance than the one which preceded it For instance the usually conservative Gerald K governor of the Bank of Canada says the rate of inflation can be reduced to the level in the United even lower if Canadians act sensibly The same attitude could result higher employment and a respectable increase in real Gross Notional Product But whether or not such beneficial things actually occur will depend to a large extent on how Canadians react to the phasing out of wage and price controls Bouey cautions There is no doubt that we can if we are so inclined revert to saddling our economy with costs of production so high as to perpetuate existing unemployment levels currently a 1 per cent of the labor force further erode the value of our money and throw away the chances of achieving the degree of prosperity that a country as potentially rich as Canada ought to be able to afford its citizens observes An optimistic Finance Minister Jean Chretien sees no reason why real growth of per cent cannot be attained or that the inflation rate cannot sense we are too well off today claims John Grant director and chief economist of Wood Gundy Ltd writing in Canadian Business Economics with real income substantially outpacing productivity However he is confident there can still be a bright future if this country can reduce its rate of inflation to a point equal t or below that of the S and if rate of increase in personal incomes can be reduced While Canadians will have to continue ad justing to a slow growth economy for the foreseeable future it is not a time for recessionary thinking according to Norman Ross president of the Canadian Ileal Estate Association He urges expansionism thinking with the comment Every optimistic or million that can be spent to create employment or in telligent consumer demand is a god investment in this country However one of the areas of the economy he expects to be operating below capacity this year is the house building industry not because families are not buying houses but because of overbuilding last year Taking into con sideration the large inventory of new completed but unsold new housing units particularly condominiums he predicts between 230000 to starts this year While predictions are prices for new houses will be higher due to higher material and labor costs Ross expects existing resale house prices to be relatively stable With the anticipated in new house construction there will be an even greater supply of mortgage funds available than last year the CREA president forecast This could result in a alight downward drifts in rates during the spring and early summer followed by a gradual rise back to present levels of to lOVz percent Murray Webber who recently retired as president of the Toronto Home Builders Association estimated a drop in housing
