On January of this year the Canadian Federation of Independent Business submit led its Annual Budget tat ion to the Government of Ontario excerpts from which you will probably find very Interesting although it begins a somewhat depressing forecast for the New Year 1978 promises to be another year of disappointments for Ontario businesses workers and consumers Slow real growth continuing inflation and higher unemployment are some of the unpleasant pros facing the province The Presentation maintains that Ontario economic for tunes always determined by international trade conditions will be particularly in the face of ambitious programs under taken by Third World nations Our national reliance on mulli national branch plants this vulnerability because nationals in order to temporary two percentage point reduction from per cent to per cent Also recommended by the Federation is an Employment Tax Credit Program to pro vide a partial rebate to for additional wages in by increasing employ and Implementation of a system of Free Trade Zones Such a Is already in effect in depressed regions in the USA Firms located in those areas arc not required to pay import duties on that will be used in ex port on en ted products her tax concessions are made to companies locating these areas and in addition the firms receive low interest cap ital investment loans and sub sidized serviced land Imple mentation of such a system would encourage new industry to locale in depressed The Federation strongly re commends the implemenlo Hon of Small Business ion to protect and assist in
