ment said Mr Marshal said there is limited availability of serviced industrial land and what there Is frequently Is not wellcared or and kept up Owners are not easily available to meet with and the land la generally not as marketable as it should be Mr Marshall told regional council recently that Halton Region will need new jobs In which is a pn increase over the present Jobs now in This increase would not only make it easier or residents to live and work In the commun but would ease the burden on the residential taxpayer he said In talking to The Herald about how the region and the town of Halton Hills go about attracting industry and en couraglng expansion of Indus try already located here Mr Marshall said there Is Indus trial land available in both Acton and Georgetown some of It already zoned Industrial and some which could be rezoned airly quickly if need be Up until recently Hills t been enjoying as much Industrialcommercial development as the other a rcas of the region Mr Mar snail said It works out lo about per cent of the development In and Burlington on a per capita SERVICING PROBLEM Mr Marshall attributed this o both a lack of marketability of the available land a professional model and the only female commanding of fleer in the squadron air division of Central Region en dels I believe you only get back out of life what you put into It Copt Smith says and since you only make the scene once you might as well do first class Captain Smith has been with Squadron Roy Canadian Air Cadets in Georgetown for the past five years At that point females were being ad milted lo cadets for the very first time and the squadron required female officers lo supervise the female cadets Since her daughter Angela was joining Capt Smjth naturally was Interested In seeing that the female officers were avail able to give the female cadets their chance NOT ACCEPTED The females l accep ted by the males at all that firsl year she recalls I felt almost like a babysitter 1 had no assigned lo me and the male officers know what lo do with me any more than the male cadets knew what to do with the female cadets I was just there watching the females watch the males walch the females Things changed greatly by Ihe second year however and both she and her female cadets were accepted The males had to really work hard lo keep up wiih the female cadets that year she smiles I had girls In ihe second year and they dressed well and really looked They were doing a really good job Capt Smith has great praise for the equality of opportunity afforded male and female cad The equality is not lip service from a few propagan da minded males she assures Ihe reporter there Is equal opportunity for fern ales and males both for cour and advancement Air cadets began in George unification course at Staff College Avenue Road Toronto In Capl Smith admits that she may even have had a slight advantage over her male when it come to because as a housewife with grown children she was free take off on a two week course whenever It was avail It must be difficult for a fellow who only has a two week vacation lo spend it on a course rather than with his family Thai why they have weekend courses she says Last summer Capt Smith was chosen along wiih Capl from the regular forces stationed North Bay as the Canadian Exchange or escort 10 senior cadets on a month long tour which began in Ottawa then went on to Washington D C San Diego Los Angeles California Orlando Florida and back to Ottawa They were jusl a super bunch of kids she soys There were five girls and five all IB years old one from each province We ran Into some problems of course like when we got someplace and there was no transportation so 1 hated to leave when we back They were all strangers but they just needs of and opportunities In each of the area municipalities He has compiled a brochure to be mailed out lo major companies showing each of the four different municipalities and what each has to offer to Industry Mr Marshall said there Is land available in the industrial park and in ihe Georgetown industrial pork Ihere is land owned by com panics already located ihere bought prior to construction which is lying vacant and would be suitable as tho site for a Industry These companies bought more than thev needed at Ihe lime of construction and some of this land could be freed up for further development he said The region is responsible for promoting the region itself and for the area ties and Mr Marshall said his office will be conducting a special advertising campaign in the Globe and Mall per Mr Marshall sold he will be following up on a number of contacts In the American Mid west in April as well Another Important compo nent In bringing in industrial and commercial development are the realtors Mr Marshall said The region and the town rely heavily on the industrial and commercial realtors and provide as much assistance as possible to them In getting a deal through for a piece of property In the region Mr Marshall said he will be bring a group of realtors Into Hills to show them properties and discuss ihe advantages of Ihe town with them in the future MAYOR CORRECT Mr Marshall said the may or suggestion lhat Hallon Hills is well situated as far as locating industry here Is con because it has High way just south of Its boundary is correct Just because the Queen Elizabeth Way and Highway transpo rtation corridor and the rail way system makes the area a logical location for Industries mean well get Ann Smith of Maple Avenue Is the only female commanding officer among In the air of Central Region cadet Smith an avid Hills mayor Peter said he is aware of the problem of the mnrkelabi llty of industrial land in Halton Hills and said Mr Marshall is correct in his comments that the appearance of the property Is a big factor in clinching a Mayor said that council might consider in the future the possibility of setting aside some money in the budget for maintenance of these properties as a part of the budget allocated to Indus trial development The mayor Is working now toward the establishment of an industrial advisory committee which would operate through Ihe mayor office and council to sell industries on the idea of locating in Hills The would bo made up for the most part of interested members of local industry Ihe mayor said and he added that he would prefer lo keep politics out of It all together In order to more effectively maintain the of the negotiations There have been industrial advisory boards in Halton Hills in pa si Mayor said but they haven t been effective and I m not knock the members of those boards or the work they did but those boards hud no direc from council he said The members of the new board will present their Ideas to council when they are selected and there will be discussion with council to provide the board with some idea of the areas council Is concerned with Mayor roy said Mayor Pomeroy said that while the assessment ratio in Hills is relatively low 77 per cent residential to per cent industrial and as this is not critical because Industrial assessment is now spread across the region and Hills from assessment in Oak ville and Burlington Maintain ing ratio in Hills as critical as it was he said COMMUNITY SPIRIT It is important though from the point of view of people living and working in ihe municipality Mayor said It builds up a stronger community spirit Council will have lo put some money into it selling up an industrial advisory board he said but well have to do lhat if we want jobs in Hills and I wanl lo see our people working here The mayor said he expects the town will be looking Tor small relatively dry Indus tries until Ihe question of the availability of servicing is ironed out at least The Indus tries which he visunllies as having three to ten employees could be built on smaller pieces of land and you usually glean more tax assess ment from small industries than the larger effectively employ more peo ple he said Mayor also said he d like to encourage more companies lo consider locating offices here and that this is a kind of Industry people don usually take into lion Hills would be an excellent location for offices the mayor said One of the assets Halton Hills has is that expansion Is spreading west from Metro Toronto and Halton Hills lies right in its path he said Tho town is In Ihe logical place to take advantage of the growth which Is continuing west in spite of the province efforts to direct it to the east toward the eastern townships Mayor said the town made some horrible mistakes when it was ing with Scott Papers but we ve learned from out mis takes he said The loss of the addition to was another major blow lo the tdwn Ihe mayor said and he blames Ihe Focal Properties controversy at least partly for the decision by Nellson not to locate here There was a critical time when the availability of ing and the cost of developing the property was a major concern of the negotiations the mayor said and if Ihe town had been able to answer those questions at that point we might and say might have been able to get them Toronto did a better selling job then we did Mayor said there was no question of our ability lo supply all the demands of the additional employees I honestly believe that the Properties issue is the reasons we lost s he said As far as the successes the town has had in attracting industry ore concerned I m proud of every industry here and I hope we have enough sense to make It easy for them Mayor said Town planner Mario agrees lhat the present trial commercial assessment ratio is not of whack but if it keeps going that when it going lo be out of whack Mr Vendittl said that ratio of per residential assess ment to 30 per industrial commercial assessment would be doing very very well now because the di recti on of growth is from Metro Toronto westward Hal Ion Hills is competing Brampton for Industry Mr Vendittl said But Hills has a number of assets which he said make it an excellent choice foe business and Indus try Hills t a municipality and is therefore not plagued with work stoppages or strikes to any rcjl Mr Vendilli said The town is a nice residential area with excel lent housing and has the combined advantages of rural and urban locals he said Industrial land costs are competitive and Hills has every type of facility to service industry Mr Vcndilti said but town is hampered by Its distance from Metro The further from Metro a municipality Is located the more difficult It is to lure business he said Mr Vendittl said the and federal governments have divided the province up into a series of economic regions to decide where Ihey should hand out grants any questions they may have Hills The planning department maintains an inventory of existing Industrial land its location the names of the owners and whether they would prefer to sell rent or lease the property department and the plan are registered with across North America and In the June special edition of the Financial Times which is sent lo each major business around the world there will be a piece written by Mr Vendit describing Hills The town is trying to com pete for mid sized industry which would employ 100 to people in a modern new plant that t need million gallons of water a day Mr Vendittl said The town would prefer smaller Industries which will stay here indefinite ly rather than larger tries which might pull out after twenty years he said During Ihe Ontario Munlci pal Board
