the formation of the three bureaux which will together guide police operations they relate directly to the taxpayers Specifically members of the public who wish to question police actions or operations and those who wish to complain about a policemans conduct will now have a forum in which to air their concerns Before questions and complaints were generally handled by whichever officer was on duty Whether the new complaints public relations and crime prevention bureaux will meet public demand as the commission hopes remains to be seen and we will stop short here before at tempUhg to predict the outcome While public relations continue to pose problems for the force in Halton albeit on a small in scale the creation of a full scale department to handle concerns directly clearly holds much promise It seems to us though that the police commission and the school boards have much in common when it comes to living up to the publics expectations during a period of history in which the sociological implications of any given move on their part can produce the full range of ratepayers reactions from glowing support to glowering opposition Us always a tough job en forcing the law one which we fear will never be adequately rewirdid The sheer flexibility of a police num discretion however is the basis upon which the force is founded upon which the com mission attempts to gauge public demand and upon which police authority is after all granted by the taxpayer Thus the lot in society may never come fully into focus purely because of the necessity for him to use personal judgement propped up only by general guidelines Again education suffers the same drawbacks It should be hoped then that the new bureaux formed by the commission will be able to delve directly and personally into whatever individual questions and complaints come before them respond accordingly and produce results that arc in keeping with the true perspective of the expressed It is only through direct personal attention to each and every problem and not through general principles and all encompassing regulations that agencies such as the police force and school boards can truly meet public needs Clearly the bureaux constitute only one in a series of changes which are necessary but who knows by following this route the commission may indeed see the respect and integrity intrinsic to a policeman job returned to him on the beat during the decade to come of goodwill While it may be a little trite to say Christmas brings out the bell in Hills residents the town does seem to overflow with charitable goodwill during this annual festive season Christmas of course serves merely as a focal point for the area many service clubs and social organizations which spend much of the year on community improvement projects but really move into high gear when the snow flies With Roma of the Georgetown Legion and the Kinetics pooling efforts with others to prepare gift and food hampers for those facing financial hard ships and similar efforts underway in Acton and Esciuesing through the and Salvation the HERALD Hills has a shining example of the meaning of Christmas once its sectarian trappings are discarded like wrapping paper Elsewhere virtually every service club from the Lions and their annual Santa Ctaus parade to the Kinsmen and their seniors tour of the Christmas decorations ap pears to have embraced some humanitarian or otherwise com promoting cause Of the latter undertaking we can only express keen interest and solid support Although it was an annual event in Midland for several years the bus lour of home lawn displays and Christmas lights for senior citizens is new to this area but an idea we hope will be much enjoyed by both the seniors and guests on the buses and the proud homeowners whose colorful creations are on display If for no other reason there arc many in fact the sheer scale of this project should serve to impress all residents of Hills Picture the half dozen buses supplied bv making their way around Georgetown accompanied by police escort and the traffic control assistance of old St Nick himself Should be quite an occasion To the Kinsmen and their allies in this undertaking including Travelwiys the the owners of the Smoke Shop and meml of the congregation at St Andrew s church we extend our congratulations and on the community behalf
