direct personal attention to each and every problem and not through general principles and all encompassing regulations that agencies such as the police force and school boards can truly meet public needs Clearly the bureaux constitute only one in a series of changes which are necessary but who knows by following this route the commission may indeed see the respect and integrity intrinsic to a
