TTi Home of Tilt Aprils A Division of Canadian Newspapers Company Limited Main smith 111 It- Ontario IM I il Registered Number new sense of cooperation For weeks at a time it was the kind of issue that commanded public reaction frequently of the emotional kind We too were several times motivated to angry comment by the frustrating stance of the provincial ministries of natural resources and transportation whenever news came of a new quarry site being selected in Hills Last week on what some may consider a momentous occasion opposing forces in the battle that rocked the Sixth Line and Sideroad through much of 1979 and the years prior at last reached something of an understanding With a final juggling of trucking hours town council finally found itself at the end of a long dark tunnel and on the verge of better intergovernmental relationships Councillors noted that the terms of agreements reached following months of negotiation and bickering will get the ministries their aggregate appease the production and shipment requirements of the quarries last week case the lndusmln operation satisfy the truckers who took much of blame for inciting residents to near not and yes even soothe most of the homeowners who sought tense confrontations with two levels of tax supported government That quarry operators and truckers ore satisfied with the final agreement was generally acknowledged last week At the same time a spokesman for the Sixth Line residents group which formed to protest round theclock crushing and hauling high truck speeds along ruraf roads and potential depletion of well water supplies formally thanked council for providing a satisfactory and equitable solution to the multi faceted problem To the more cynical of the municipal scene It may appear that Ontario s ministries one by one are coming to terms with the town of Hills Where strong armed single minded antidiplomatic demands for municipal cooperation failed to make the town jump in response the ministries of energy tran and natural resources have slowly gradually come to apply a gentler touch Officials from Queens Park visit the council chambers and attempt to defend decisions regarding town and private lands they indicate their willingness to operate and negotiate Ultimately the province gets its way albeit in a scaleddown less offensive package That such political wrestling is even necessary is terribly fortunate for taxpayers across the province By a slow painful process an air of cooperation and mutual trust is being born between the two levels of government which represent us most It s long overdue but a change we sense is becoming more noticeable all the time and one that deserves our full support The triangle research is a sided effort In one side there ore the basic the coming up with the right word to describe the latest two pronged performance by Premier Rene Perhaps you can help First to the stage Here is the premier riding high In the public opinion polls with his fuzzy question about sovereignty association telling everyone within earshot that his nation should get a divorce from rest of Canada with a decent alimony arrangement Federalism docsn he says Ottawa lakes more out of Quebec than it puis in Quebec can survive quite nicely without any help from Ottawa etc etc And in one or those two pronounce ments we are talking about the Quebec premier goes so far as say It would be odious and Illegal for federal money to be used in the referendum campaign If any federal politicians who also happen to be wan I to become Involved he said they t use federal money And that includes the honorable gentleman over there he said in a reference lo Prime Minister What the premier Is saying is that federal money can be used to keep the country together Up until now I thought that was a pretty good cause ANOTHER VIEW Anyway we will switch to the second of the two prongs Forsevcral years it seems like an eternity three successive federal governments been trying to select a fighler aircraft to replace the vintage models that now rattle through the skies in our defence The replacement program will cost billion and will be single biggest purchase In Canada history It a complicated business buying a new fighter It not Just a question of best plane It also involves the cost factor the industrial benefits and assorted other considerations that have kept the issue under scrutiny for years Its all very complicated but the choice has gradually been narrowed lo two planes the singleengine F made by General Dynamics and the la made by McDonnell Douglas The military people prefer the 18 Among other things it offers the safety of the second engine The corporate lobbying as you can imagine has been fierce MPs have been swamped with material brochures have blown around in blizzards the Industrial benefits have been described in countless advertisements many of Ihem In family newspapers According to the Ottawa grapevine the previous liberal government was on the verge of selecting the IB when it was defeated last year Then the Conservative government was on the verge of selecting the IB when it was defeated this year Now Defence Minister Gillies is studying the purchase again saying he hopes for decision by April 15 His Job he says is o choose the most suitable aircraft THREE VERGES But a new consideration enters the picture On the eve of the referendum debate Quebec MP Jacques Olivier has made a pilch for the 16 based on the industrial spinoff to his province His Information Is lhal cent of the Industrial benefit package will go to Quebec while Ontario will be the chief beneficiary of the IB program That fair ball All federal MPs have Ihe interests of their province at heart and Olivier is no exception But we also hear from Premier Levcsque the man who wants lo keep federal money and probably federal politicians out of his campaign to break up Ihe country He loo wants the 16 It not a favor we re asking for he says It is Ihe absolute right of Quebec to have a fair share Now you can understand my problem in finding right word So far I ve gone through audacity effrontery gall greed Insolence cheek nerve and crust But since I can find the right word I don I think 1 11 bolhcr writing about it Too many regulations prompt attitude Queens Park By Derek Nelson Queen Park Bureau Supremely confident Maybe even That the way lo describe how those at Ontario Hydro involved with nuclear power feel one year Ihe infamous Three Mile Island accident at Pennsylvania They don I openly brag about It of course That neither good politics in the current climale nor in truth the affected by most people connected to the engineering world Bui it is both In private and public conversation with a variety of Hydro people lhat instead of having their confidence in Ontario reactors shaken by TMI they have if anything had enhanced They reason this way At TMI equipment failed en masse with instruments going offscale pumps switching off when they should have stayed on fuel coolant lost fuel sheaths melting and so on while the operators messed up their response and made accident much worse VFHYSArt The result was no one killed no one injured minimal release of vity the maximum radiation exposure would be equivalent to moving to Denver and flying by Jet across the country a few times In other words it Is not much of an exaggeration to say that almost every thing that could go wrong did yet the system was able to absorb the impact of combined human and mechanical errors lo minimize the consequences Hydro people then turn to the CANDU which they believe lobe a better design much more resilient than the American Pressurized Water system As one Hydro employee David Mosey wrote Us not that TMI cant happen here but if it did happen here the consequences would be very much less nous In fact they believe the chances of a TMI accident in a CANDU reactor are so small as lo be insignificant if not impossible And if an American could survive everything going wrong then how much more reason feel confident about the better designed and operated system No wonder they arc almost smug There also one additional reason which has lo do with the belief of many that the basic cause of TMI was too much regulation of the nuclear Industry rather than commonly supposed too little APPROACH The U S method is lo look at every detail in a plant in the process losing the big picture while the Canadian method has been to say the engineers do what you want as long as you get this and this result As Hydros Design director Bill told the Hydro Affairs commit lee here last September when the regulators gel inside the power station and start working al Ihe tubes and fuel and so on that we designers have responsibility for and then set fixed roll dig rules j11 I tan say Is we are going down the wrong track That exactly what happened in the United Stales and that s why you had Three Mile Island he said To put It another way in Canada the regulators tell the operators what they want achieved and it is up to the InlheUS the regulators tried to set both the what and With the Americans now casting a favorable eye on Ihe Canadian approach no wonder Canadian nuclear people feel so good one year after TMI the HERALD WILLIAM Publisher General Manager PAULOORSEY Managing Editor
