for ce good energy sources access to normally excellent American markets high technology in many sectors and good public services On balance we should have a great deal more going for us than do West Germany Japan and Switzerland three of the worlds most successful economies today Our economic growth over the 197983 period however is expected by responsible forecasters to be the worst in more than 30 years The most recent unemployment figures for Canada per cent or of ficially over one million people con trast with per cent in West Ger many per cent in Japan and less than I per cent in Switzerland Our prjme bank interest rate is currently per cent in West Germany its 13 per cent in Japan 55 per cent and in Switzerland 75 per cent Canadian prices are now rising per cent a year compared to per cent in West Germany 39 per cent in Japan and per Switzerland Why such star tling differences Avoiding inflation in West Ger many Switzerland and to a lesser ex tent Japan has been an ongoing fiscal and monetary goal fully three decades In Ottawa rising prices have become really chronic only in fairly recent years The political will to fight them remains ambivalent to the point I that we currently have highly restric- live monetary policy in terms of punitive interest rates but a fiscal policy which under the federal budget of November would increase federal spending by about per cent during the next two fiscal years Successive governments in the three more successful economies have for many years each created a business climate which encourages additional investment in the produc tion side of their economies Indeed prosperity in each has been largely created by new investments In West Germany for instance wage earner savings invested in a government- sponsored housing bank which finan ces new housing projects at low in terest rates have evidently been exempt from income tax since 1949 The growth in housing and related em ploymentintensive industries there is in large measure attributable to this and other investment incentives During the twelve months prior to March on the other hand more than billion investment dollars left Canada contrasted to about billion each year during the 1970s The governments of West Ger many Japan and Switzerland aim their economic policies at both the supply and demand sides of their economies to minimize inflation and maximize employment The average Swiss for example currently has almost twice as much to spend on private consumption as the average Canadian so a suitable mix of demand- oriented fiscal and monetary policy is very important In Canada however a recent opinion survey indicated that consumer confidence is at an alltime low Like Canada West Germany Japan and Switzerland are trading nations Japans twoway trade last year for example was approximately billion Canadians exported about billion in goods and services but imported about billion Our most significant shortfall was another large deficit in fullymanufactured goods at a time of growing layoffs in Ontario and Quebec manufacturing There is obviously no overnight way out of problems which have deepened in recent years but a new economic policy seems urgently needed Some of its features should in clude A new federal budget It should encourage all of us to work save and invest in Canada instead of taking sub stantially more taxes from virtually everyone except the most prosperous and terrifying wouldbe investors everywhere For example lets adapt to Canadian conditions the West Ger man housing bank to encourage an im portant industry which has been flat tened by the governments interest rates and then stomped by the budget A policy of reasonable fiscal restraint which rather than reducing socially necessary spending like the federal transfer payments to education and health programs in the provinces cuts obvious waste instead of bone and muscle The million advertising budget for selfpromotion of the Cabinet would be a good place to start A commitment to a strong private sector in a mixed economy The more or less continuous attack by Ottawa against our private sector and on local and foreign investors of recent years has created a deteriorating climate for all business especially small business Many businessmen now feel almost unwelcome in their own country Virtually every Canadian suffers when so many new investments are postponed or quietly cancelled Lower interest rates Its dif ficult to think of any group of Canadians except the banking com munity who are not suffering enor mously from the governments con tinuing attempts to Keep the exchange level of the Canadian dollar above cents US by keeping our interest rates above those in the United States Interest increases themselves caused almost half of the jump in our con sumer price index during the past year Most Canadians seem more than ready as a result to accept a lower ex change rate in order to have lower domestic interest
