Disarmament vote can work From national magazines to prime time television Operation Dismantle is cer tainly getting its day in court Few media are missing the chance to cover the Ottawa- based organizations efforts to ban the as it were by asking municipal governments across Canada to poll their con stituents on the question of nuclear disarmament Now that almost everyone is aware there is a coin were finding out theres another side to it the Canadian Coalition for Peace Through Strength bought a ad the current issue of Our Canada to plead its case for meaningful peace through a strong deterrent force or by multilateral verifiable disar mament The coalition is con solidating various criticisms of the Operation Dismantle movement and hopes to mount a campaign of advertising picketing and demonstrations to prevent more Canadran towns and cities from choosing the referendum route Its ad lists its disadvantages as lack of money lack of time and reliance upon a silent majority always so reluctant to use its democratic rights Its advantage over the Operation Dismantle opponents our case is right and has been proven so over the course of history Such selfrighteousness suggests a fundamentalist backer but the advertisement gives no indication of who or what is behind the coalition The ad criticizes the Dismantle movement not just for the misleading and one sided question which it says will be put to many Canadian voters this fall but for its alleged naivete there has been no actualy verification that the Soviet Union a notorious treaty breaker will reduce its nuclear arms should a global referendum and United Nations vote require it and besides the ad stales the Soviets are acknowledged as having enormous superiority in and continue to build up their conventional weapons Furthermore the coalition calls the referendum question irrelevant to our civic problems and says it could in validate the whole election at a cost of millions of dollars in the event that its posing is even tually ruled illegal In the coming months can expect a massive insult to their in telligence from the Dismantle sponsors the ad reads Yet the horror stories of a nuclear explosion over our city clearly do not represent their real concerns They never protest against the only nuclear missiles aimed at us those based in the Soviet Union The only effect of these pacifist scare tactics is to create irrational panic and even tually the unilateral disar mament of the Free World The only apparent insult to our intelligence as far as were concernedis the coalitions ad ded charge that the referendum question was forced upon Toronto city council and other municipalities by the vocal an- tinuclear lobby Not only is Toronto one of 57 Canadian cities and towns that have thus far endorsed the referendum concept after calm conscien tious debate the movement has the support of MPs the en tire Quebec National Assem bly the Canadian Labour Congress and the Canadian Council of Churches Clearly something outside the political sphere has convin ced these bodies that a totally unprecedented problem might be solved by a totally un precedented remedy And when critics point out that nothing like this has ever been tried before building pressure from the ground up so to speak one need only recall the Free Worlds compassionate response to the needs of the In doChinese Boat People a few years ago It proved that once the publics emotions are touched and the tools with which to solve a given problem even a politicallyoriented one are provided they will respond effectively in large numbers In another example dear to our hearts Terry Fox demon strated publicly how the problem of cancer might yet be overcome if everyone just cares a little The years of peace liberty and prosperity under the umbrella of NATO nuclear deterrence to which the coalitions ad refers appears likely to be coming to an end For NATO to try and correct is current inferiority to the Soviets by escalating its arm buildup would be expensive madness obviously those millions of dollars spent on ar ms are needed elsewhere Irrelevant to our civic problems Our civic gover nments are our closest and most responsive and such a movement must come from the individual constituents they serve most directly Potentially illegal Many municipalities Halton Hills among them will decide this summer whether the referen dum question can be posed legally It is highly unlikely any Canadian election will be in validated because of the nuclear question The Soviets cant be trusted to comply Lets follow the Christian ethic and make the first move Compared to con tinued arms buildups taking the disarmament chance is still the lesser of two evils And possibly all dreams and lofty aspirations aside a about Trudeau Why is Ryan still hanging around By Stewart MacLeod What is it I wonder that motivates a political leader to hang on Jo power in the face of scorn criticism and even possible humiliation Why would any one want to suiter this abuse when It clearly in his own Interests not to mention the interests of parly and the step aside gracefully And no am not talking about Prime Minister or Leader Joe Clark although there have been times when Ive wondered about them too Right now the classic example Is Claude llan the leader of the Liberal Parly In Quebec who seems to hove more determination in this res than Pierre Trudeau Joe Clark and going back a bit even John With Clark I can some reasons why he carried on through those dreary months His whole life has been politico and why should he leave unless he is absolutely forced out Being leader of the Opposition is not bad job and anyway what else would he do And with I Cart understand why his scrappy ego would prevent him from quitting when he went off the bottom of the popularity Furthermore doesnt have to face another election and risk possible humiliation unless he chooses IHGHOUD3 But why would Claude Ryan want to take such a risk and face that September convention when every practical indicator suggests he should quit Even allowing for the fact that this austere former publisher has an Immense pride Its difficult to unders tand why he wouldnt swallow It on one gigantic gulp and announce that in the best interests of the party he has decided to step down Instead in the face of monumental odds is going to spend the summer the grassroots of the Liberal Party In Quebec desperat ely trying to encourage growth for his wilting And while he is doing this many of caucus members will be openly criticizing their leader as they continue to point to a dwindling party member ship and shrinking donations About the most positive thing that Ryan seems to bo offering at the moment is a promise to clean out the dissidents from caucus if his leader ship is reaffirmed And Judging from he sniping thats been going on in that might be a fulltime Job Caucus sources ore persistent in maintaining that a clear majority of caucus members want Ryan to step GO PUBLIC Some have even gone public in no uncertain terms Michel ration the Member from Gntmcau recently wrote a letter to all caucus members urging them to speak out on the leadership issue while Ryan is campaigning for support and there is no doubt about how wants them to speak He has been critical of Ryan on several occasions Another member Claude Itocheleau has publicly declared he is not happy with the present leader I will not vote for him at a leadership review he said While is an extraordinary politics Is not his field Still another member Use Bacon made her position clear while saying that Ryan cant stand criticism from within his caucus Other Liberal Parly leaders had the courage to leave when their time was up she said One unnamed was quoted as saying that Ryan remains unaware of how bad things really are because If people don insult him publicly he thinks they are supporting him It seems he is not In the habit of asking for opinions about his leadership Perhaps after spending a few wscks among the partys grassroots Ryan will face realit and announce that In I he best interests of everyone he Is deciding to step down 127 is the single most Important issue in education that has occurred in the seven years he has been a member Jill 127 transfers the power to negotiate teacher salaries and pupil teacher ratios away from local or area boards of education of which there are six In Metro Toronto and gives It to the Metro wide board It also prohibits the local boards from defiUt financing or taking on more than one mill extra for purely local projects to property owners tax bills In short it sounds like a bill peculiar to Metro since nowhere else In the province do boards of education exist anymore The equivalent of Torontos area boards would be If every county or region had sub- boards of education at the township town or city level But Grande doesnt sec it that way Nor apparently do a lot of others To them it has province wide J HITS TOO Grande had Liberal Party support when he attempted to deflect a legislative committee from following Its normal procedure of looking at Education Ministry spending and Inst cad hold public hearings on Dill The Ontario Teachers Federation various parent activist groups and individual teachers as far away as Red Hock in northwestern Ontario have registered complaints About the bill Liberal education critic Jim Brad ley summed up he fears of those who appose the legislation this way We see this bill as a prelude to regional contract negotiations and some wold suggest eventually to province- wide negotiations Education Minister Belle Stephen sons response is to deny Do 1 have to say it again This bill relates only to Metro Toronto and it has no Implications Tor any other part of Ontario period NOT BELIEVED Interestingly five of the six area boards endorse this shift of powers to the Metro level The one board that docs not Toronto City has by coincidence n majority of and trustees From this outsiders perspective It clearly looks like Stephenson is aiming to rein in the excesses of on ideological opponent One can understand the opposition of teacher unions to Bill 127 In Metro Toronto they play off one board against another during negotiations and in the case of Toronto City they have a board quite willing to set the pace by giving the unions whatever they desire But it is the Toronto City board of education Itself that is responsible for causing the need Tar Bill 127 GOOD POINTS Under the existing system the Toronto City board has according to Stephenson done the following The way deficit financing has worked in Metro is that the Toronto City board accumulates the deficit and the other boards have collectively picked up the tub Elementary enrolment for the Toronto City board dropped by per cent from 1971 to 1981 while the number of elementary schools increa sed from HI to 110 Secondary school
