Advertising Manager PHONE 8772201 Second Clan Mill Regtitered Number Page SECTION A THE HERALD Wednesday Vote for a recipient The towns annual honors and recognition night may not be until April 12 but if residents dont hurry to nominate their candidate deserving applicants may be overlooked Forms are now available from the recreation department or can be located on page 23 of the towns fallwinter recreation brochure The annual awards night is a special time for our community to express our thanks to young and old alike who have represented Hills well in competitions displays and exhibitions Because of the nature of the criteria for nominating and publicity athletes receive in the community the arts have not been overly represen ted in the awards night The nominating com mittee might consider working on ways to en courage more nominations for those who are not in volved in sporting It might require a loosening of criteria for those people not involved in athletics As it stands now the awards night is clearly overshadowed by the number of athletic achievers receiving cer tificates Perhaps there is a need for a separate night in which the members of our arts council in co operation with others in cluding the recreation department might help to sponsor a recognition night of their own One of the problems the nominating committee has is that we find sports representatives voting on arts recipients and arts people voting on sporting achievers we could not hope to bring together a more diverse group of people Nevertheless we ap preciate the work of the recreation department in coordinating the event for the town The night does serve a very useful pur pose in the community and every year the event has improved TIMEOUT First statement is a good next year and what we are looking at and worrying about speech It was an experiment the culm nation of Increasing demands over the years that the Treasury give people some Idea of what thinking before a budget so those affected can as the bureaucratic saying goes have Input into the process Tola has long been a demand of Liberal Leader David Peterson for example but baa also been beard from sources as diverse as Conservative backbencher Bob Leeds business and union leader andvari school board and municipal asso ciations In tbe case of the latter groups a prebudget statement would In theory at leail allow them to plan their own budgets far more easily than tbey can normally Usually tbey don know bow much money they 11 be getting from the province in grants until early spring GOOD IDEA So in December Grossman told the health care would be receiving operating grant increases of eight per cent colleges they get per cent In Each case that Includes wage lncreas of five per cent to the organization employees All those interested were pleased to see those figures so far in advance of their own budgets Others who listened to Grossman were not so charitable During his presentation New Democrats reacted with outrage to what their leader Bob Rae called hot air covered in blue ribbon tinsel that announced little new the grant figures above being an obvious exception words rather than substance ed at the time but later summed up their reaction as bitter disappoint at what was In their eyes little more than an exercise in government propaganda intended to gloss over the harsh realities of our times In particular the Grits wanted policy options laid out and detailed projections of various tax and grant changes that have been or could be implemented and the effects of those To give Just one specific mentioned by Liberal Financial critic Pat what are the estimates of the price elasticity of gasoline alcohol and tobacco and what effect on sales will further tax increases on these Commo dities have The question is pertinent because of the recent series of massive tax Increases in this area and the growing suspicion that both for tourism and domestic consumption these are counter productive to tbe economy as a whole ONE RESPONSE However when Grossman met a legislative commit tec Just last week to discuss his prebudget statement he told Held that one reason be decided not to go with three or four options la quite frankly that this whole process Is ground breaking It has not been tried before and la subject to misunderstanding by which he also meant deliberate mis interpretation which he then proceed to accuse of being guilty of because of prediction of a billion deficit and tax increases In short politics as usual Still to this observer the whole process is a good if tentative start even though both the statement and much of the response was and Its understandable political What budget t THIRTY YEARS Hunter will again head tbe board of
