is very Imperfect Indeed One of the Howe Institutes proposals is that more efficient tax back mechanism to all intents and purposes ends the universal principle except as a matter of lip service The simplest and best solution would be to base family allowances or the principle of selectivity If Indeed this program should be continued The political parties and their leaders however are completely committed to not even examine approach and not to consider whether the program serves its purposes in a totally different vastly more affluent society Despite the economic problems of the day and the high level of unemploy ment this is a far more affluent society than we have ever seen in this country until very recently Yet are locking ourselves into approaches designed to meet the problems of the depression and postdepression periods This blind to the past coupled with gross economic mismanagement and unrestrained expansion of government has produced another crippling result Canadians are now the third highest taxed on a per capita basis In the free Industrial world We pay higher per capita taxes than the British who have shouted vociferously and long against their lax system and emigrated extensively to escape it The fuel that Canadians already arc taxed with an exceptional degree of seventy compounds the problem of escaping from the burden of deficits and debt under which
