CARLSINKE Advertising Manager Phone 8772201 Page A THE HERALD Wednesday January Smokefree The days are numbered when smokers will be able to have their own way in the workplace Increasingly businesses are coming under pressure to initiate some sort of smokefree policy Led by non- smokers or through municipal legislation smokers are having a rough time of it Politicians at Toronto City Hail have gone to the extreme by making all businesses conform to a bylaw paving the way for a smoking policy acceptable to nonsmokers Here in Halton Hills it isnt so restrictive but the tide is chang ing Those who dont smoke are understandably concerned about the state of their own lungs Recent research has shown that secondhand smoke is dangerous to the non- smoker business managers also have to be aware of the con cerns of their customers who eye company staff puffing away at their desk At Coop Farm and Home Centre on Guelph Street staff arent allowed to smoke within the retail square footage of the store At the Georgetown hospital and Halton Hills Hydro new smoking policies will be initiated in the new year Our con gratulations to those firms who are taking the steps to en sure of their workers and customers Most everyone agrees that smokers deserve some rights of their own as long as they dont infringe upon the rights of others Striking up a compromise to provide smoking areas while restricting other areas to smokers is the best solution Nurses are tops Nurses at the Georgetown District Memorial Hospital are tops Weve heard it said many times before One need only read the classified section under births to discover the praise new mothers have for the care theyve received But a special case deserves mentioning where the nurses at Georgetown hospital have performed above and beyond the call of duty A 20yearold coma patient Paul Franks was transfer red to the hospital a short time ago Since being in Georgetown the young adult has spoken a few words the first since a tragic car accident eight months ago His mother Mary credits the work of the nurses for his improved recovery When she left Georgetown for a two- week vacation in Scotland she had no idea her son would progress so rapidly I think the nurses worked extra hard for me to see a progress in Paul when I came back she told a Herald reporter Paul is getting the personal attention that wouldnt have been possible if he had stayed at Sunnybrook Hospital The comatose patient is wheeled to the nurses centre and staff pass by and say a few words to their special patient Mrs Franks says the nurses and orderlies at the hospital have given her new hope Too often we hear the negative side of health care Its refreshing to be able to give credit to those who work so hard at their profession and show pride in their work It proves that people can make a difference National Day Care What others say Jacques once described as the only professional finance minister in Canada seems to be taking a lot for granted when he says the treetrade deal will help the separatist cause in Quebec It will simplify things enormous ly said the- portly British- educated economist as he announc ed his Intention to seek the leader ship of the Parti Under free trade he said an in dependent Quebec would no longer be hemmed in by a tariff wall bet ween Canada and the US IF a premier of some province announc ed that he would not trade with a separate Quebec his views would be irrelevant Quebec would have access to the huge American market 1 guess It is natural for politicians to put the most attractive scenario forward And its probably true that Mr Parizcau will need all the at tractive scenarios available If he Is to revive the independence move- in the province But I still dont see how he can assume that a separate Quebec would automatically remain under the umbrella of a S trade deal On the contrary I suspect that Ottawa would want to ensure other wise simply to discourage the in dependence movement I further suspect that by arguing for continen tal unity the federal government could convince Washington to lake the same view The Americans have no reason to encourage the fragmentation of a By DAVID The federal governments recent ly announced national day care pro gram is irresponsible Insulting and discouraging and represents a betrayal of the Conservative govern ment mandate The program is irresponsible because Canada cant afford It Nevertheless the federal govern ment bowed to pressure and com mitted to spend 54 billion taxpayers dollars over the next seven years on the program The provinces will spend billions of taxpayers dollars on top of that This program represents a major federal government spending in itiative despite deep concerns in Western countries over large budgetary deficits The recent Block Monday stock market crash that concern on the huge US budget deficit Canadas national debt however stands at 2S4 billion which is more than SO per cent higher than that of the United States proportionately Gaining ground Editors notebook All in all Hills is making some gains in the social service sec tor Minority groups and those in need are receiving more help Three new programs in Halton Hills are bound to Improve the quali ty of life for people able to use the Dec a now regionwide transportation service was started for Haltons mobilityImpaired on a 15monlh trial basis A white green and yellow van nicknamed Pegasus will help those who need transportation for Jobs or educational opportunities Tyler Transport of Acton is the operator and a charge is applied to each run This Is the first time an interregion transportation network has been established for the mobility impaired Riders must first complete an ap plication and provide medical verification of their disability Seniors are gaining ground In Hills ana through the effec tive medium of television They will now be able to broadcast their con cerns and Ideas to a wider audience Cable Systems Mas offered seniors in town a chance to write produce and direct their own show The program is about seniors pro duced by seniors featuring guest speakers and topics of information important to the elderly The program will first be geared to Halton Hills but could expand later to include Milton and even Burlington and Its the first tune for that a seniors program has been started which will have the Involvement of seniors themselves Teenage mothers finding Ottawa Report neighbor or for that matter a But understandably the issue does not rale a high priority Mr Parizcou wont become leader of the until next May In any event And there is still an outside possibility that another candidate wilt derail him But the odds are that the 57-year- old committed separatist will return to active politics an arena he left in 1981 when the then led by Rene decided to shelve In dependence Mr became even more uninterested when PierreMarc Johnson and his moderate followers took over the There are some who think that the former finance minister was not merely a neutral bystander when the movement developed to dump Mr Johnson shortly after the death of Mr In any event there has never been much doubt that Mr whose love of politics Is exceeded only by his dedication to independence would return to the Although the party remains deep ly divided deeply in debt and poorly organized it would be a mistake to write It off under Mr leadership While may now be weary of the constitutional debate which caused enormous disruption over a decade the number of people who support sovereignly remains fairly constant Opinion polls have been con sistently indicating that this support in theory at least remains In the 30 per cent range Whether they want to pursue independence at this time HUGE LOSSES The party suffered huge losses In membership starting after the I960 referendum on sovereignty- association Although the PQ won the 1961 election when voters were another referendum dur- the governments new mandate support steadily declined after that After the Liberals swamped the Parti In 1985 the party organization practically disintegrated Membership dropped to from a peak of Recently according to party of ficials it has climbed back to 65000 But It was the belief of Mr and Mr Johnson that the party could only survive If it shelved in dependence at least temporarily These moderates are still a very influential force Its difficult to know how they would react to Mr leadership and his declared inlen- of caring for their infants A Young Mothers Resource Group has been formed to help mothers cope with the everyday chores of caring for baby A direc tory has been published to make young moms aware of what pro grams are available to them The resource group also strives to help teenage mothers with financial and emotional stress As project manager Carolyn Martin says our prime concern Is with teen moms who are single parents or stuck In a bad marriage or relationship It would be a lot better to counsel the woman while she is pregnant Ms Martin continues fin ding that a lot of stress Is put on the parents of teenagers as well especially if the daughter and grand child live at home There are often three generations under one room and all three need help of some kind We want them to know that help is available An outreach program will be stor ting this month where young moms will be polled on their future needs and desires Citizens forum Wants more US programming EDITORS NOTE The following was to The Urn Id for publication Mr Bill
