reception by Ha I ton Feb Richard Gilbert to form a seven person Used Materials Management Authority to help solve the garbage crisis plaguing the regions The regions involved arc Durham York Peel Halt on and Metro Each of the outside regions would have one vote while Metro would have three according to Mr Gilberts proposal Durham and Peel reactions were neutral and York reacted positively to the proposal said Mr Gilbert Metro Toronto is now entering a crisis in its garbage disposal lion It will lose 40 per cent of its waste disposal capacity within two years because the Brock dump in Durham region will reach capacity said Mr Gilbert That leaves only the Keele Valley site which will reach capacity In if garbage now dumped at Brock is not brought there Surrounding regions arc telling Metro to find a place within its own boundaries its garbage Mr Gilbert admitted that Metro has looked at United Aggregates in Acton as a potential land site for its waste Metro Toronto is In a desperate position sold Mr Gilbert Metro Is looking at I in ton for land ill sites and bother to tell peo ple in Hal Ion Mr Gilbert warned coun cillors that Metro has the authority to go Into another municipality and run a landfill site there and the Region has no say In how It The proposed governing authority would give the surrounding regions power to control Metro Mr Gilbert said He said one governing authority could increase markets for recycl ing prevent Illegal dumping as tighter provincial restrictions were introduced Also an authority could use economics of in purchas Increase research and develop ment and restore confidence In how regions deal with waste Regional government has worked well since its In 1974 but waste disposal Is the Achilles Heel said Mr Gilbert He dismissed some councillors suggestion that waste disposal should be taken over by the pro vince Councillors who say such things often resist provincial incur sion into other areas of their respon sibility he said Attempting to head off criticisms of his proposal Mr Gilbert said the perception of using the authority to help Metro continue dumping out side lis boundaries could be answered by giving the surrounding regions a majority on the board If Energy From Waste becomes the way of the future then Toronto would do Ideal for local those plants said Mr Gilbert Metro is going to find a tell Metro to get lis own house In order before Halton Joins forces with them Metro in the short term Is not going to get Its house In order without cooperating with surroun ding regions said Mr Gilbert Burlington Councillor Walter Mulkewlch said Halton Is ahead of Metro in going through sheer hell Although will be exporting 100 per cent of Its garbage shortly the Region is well on Its way to fin ding a new dumps to councillors pointed out Halton has spent over million on an Environmental Assessment hear ing in search of a landfill site The hearings are expected to wrap up this summer While Metro has only recently begun to explore recycling Is recycling more than ten per cent of Its waste Mr Gilbert Metro is only Into recycling now because Its backs are against the wall said Metro councillor that energy from waste will solve Toron tos waste problems Answering criticisms that Metro is simply trying to solve its own pro blems he said two thirds of Torontos waste is created by commercial or industrial operations many which are owned by people who live outside Metro with garbage problems he said Its possible Metro would lay off people who livu outside the region first he worried Its Metros problem said Hollon Hills Coun Sheldon And they should look at their finan schemes for getting rid of gar base she said Coun Sheldon said she is aware that Metro Is eyeing the Acton Water and Environmental Resources Eco Logic Reclamation Systems Inc the proponent of Ihe application The Idea of the committee Is to address and mitigate public con where possible In a adversaria form the proposal says The committee will meet IB times to discuss a whole scope of en vironmentat social and economic issues surrounding the proposed landfill site The only direct contact with the general public aside from reprcsen tatives on the committee will be one open house meeting held at the site and four newsletters rafted by Logic A final report will also be drafted to submit lo the Ministry proponents of the application would not be going ahead if the ex pert opinion of the environmental learn did not feel that they had a sound design witn minimum en vironmental Impact he said Mr acknowledged that Toronto has Its eye on quarry for a landfill site Toronto is now reaching a crisis state or its own and Its last remain dumpsite Keele Valley could be filled capacity as early as 1992 Even If energy from waste popular a landfill site is still necessary to bury ashes said Mr Hallett There is a brood market for land fill any landfill and In particular a landfill of this size The
