Mississauga man seeking a bee farm A farmer who recently purchased 40 acres of land south of will not be able to add a second house to his property town council decided last week Andrew Jova appeared before town council asking that the town reject the Regional plan that says he must be a bona fide farmer in Halton Mills for at least years in order to add a second home Mr has been farming on a Winston Churchill Boulevard site in since original application launch ed by the Jovas asked that a se cond dwelling be allowed for farm help Mr Jova says he has cattle and chickens and would like to begin a small beekeeping opera tlon But it was then revealed that the second house was to be a retire ment home for Mr Jova and his wife Some councillors admitted Mr Jova is caught between a rock and a hard place but they said under the towns present zoning laws second house cannot be allowed Were trying to make the tion fit the legislation and it just isn working said Acton Coun Norm Elliott He added that there is nothing to preclude Mr from modi the existing house on the pro perty to allow Mrs Jova who has arthritis to be more comfortable But Mr lawyer Steven Foster said the towns policies con form with the proposed second building on the property I dont think its fair to deny Mr Jova the opportunity to farm he said Other agencies previously disagreed with Mr Jovas applies tion The Ministry of Agriculture and Food said the farm was not a viable operation and could not sustain two families The Halton Agricultural Advisory Committee and the Region of Halton also re jected tbe application The Region said a second proper ty could become surplus and might mean a land severance ap plication in the future But Mr Foster said Mr Jova s son and family would live in the se cond building on the property My client was prepared to spend a lot of money to get the farm back into a farmable state be said But town councillors voted to re ject Mr application Coun hands are somewhat tied by Regional plan said deputy planning director Bruce MacLean west wait for secondary plan Norval residents asking for a secondary plan for their hamlet will have to wait until the town has time to prepare a plan said Halton Hills planning director Ian Keith filed a report with the town that said Glen Williams and are two hamlets in the town that have secondary plans in place He said there have been five applications and eight committee of adjustment ap plications received for Norval since the early 1970s postmistress and spokesperson for the hamlet Jean Carter appeared before town council May 15 asking for a slowdown oh growth in the area At that time town staff said it would prepare a report on the hamlets secondary plan But Mr Keith said last week it could be some time before an ac tual secondary plan is drawn There quite good protection in the existing bylaw It not open to abuse and misuse he said But Mrs Carter representing other area residents said the hamlet wanted
