Bruce takes over as head of United Way THE HERALD Wednesday February 21 1990 Page Giving the United Way of Halton Hills a higher profile in the com munity is the first goal the organizations new executive director Bruce has set for 1990 People have to know what they are buying into before they will put their hands in their pockets says the Acton resident Ms Bruce takes over the a year parttime position from Bet ty Fisher who recently stepped down from the position due to ill health Ms Bruce a founding member of the Halton Hills organization served as its presi dent last year and was the chair man of the allocation committee for four years The organization is five years old By and large the community is very unaware of the member agen cies and the services they pro vide said Ms Bruce She argues however that at least one member of every family in town will need a United Way ser vice at some time or another Member agencies such as Meals on Wheels pig Brothers and Big Sisters and the Hospice are ex amples Ms Bruce gives of ser vices that are used by many residents in the community The whole realm of counselling services ranging from those aim ed at children with learning disabilities to those servicing peo ple with drug abuse problems is another area the United Way plays an important role in she said The agency will have to better in volve its members in educating the public about the United Way says Ms Bruce We have to develop a team effort instead of working in isolation In the past I dont think we have developed this approach to any degree said Ms Bruce And its long overdue She attributed the absence of cooperation in previous years to the young age of the agency and the lack of staff For the first two years the United Way had one staff member formed to develop a network in the community and provide the organization with some longterm direction explained Ms Bruce Arlene Bruce Ms Bruce was selected from three applicants said Steve Williamson of the interviewing committee We were looking for someone with management skills an awareness the problems and issues in the community and a commitment to the United Way and she scored very competently in all areas he said Mr Williams replaces Ms Bruce as the president of the United Way And like Ms Bruce educating the public about the organization is his first priority The primary goal is to strengthen the presence and con tribution we make he said The executive of the United Way will discuss how to better educate people about the agency at its March 28 general meeting People are skeptical of new fun- organizations like the United Way of Halton Hills says Ms Bruce When people are ap proached to give money to a relatively unfamiliar organization they tend to ask themselves why do we need another fundraiser But if an organization like the Cancer Society which has been around for a long time and people are familiar with the group and what it does they are more willing to donate money said Ms Bruce The United Way which raised during its 1989 campaign supports groups with low profiles those who dont have the staff and volunteers required to run an ef fective fundraising campaign she said The organization supports groups like the North Halton Distress and Information Centre which only has the staff to deliver the services But these groups dont have the time to recruit volunteers to raise funds she said An effective cam paign in Halton Hills requires about canvassers she added The United Way of Halton Hills was started four years ago after the Social Planning Council a Regional agency identified a lack of services in the north The agen cys report said the council could provide some of the necessary fun ding but money was also needed from he community The United Way was formed after that report Ms Bruce is wellknown in the community as Hillss Wards 1 and 2 trustee on the Halton Board of Education She chaired the board for two years BAKElY British hiring more consultants A Halton Hills trustee says the Halton Board of Education should not spend over million during the next four years to hire 24 con sultants and for what he says is a top heavy ad ministration At the last board meeting- of the Board of Education trustee Dick Howitt said he is reminded each year at budget time of how the trustees have no control over the salaries 0 Mr Howitt told the board he does not want to tell parents the board cannot reduce class sizes because of budget restraints when we have an opportunity not to spend 17 million The motion to hire consultants and was passed by the board by a vote of 13 in favor and five opposed Feb The other Halton Hills trustee Arlene Bruce did not agree with Mr Ms Bruce said the board could not afford not to spend the money She said hiring the same amount of teachers would not have as much impact on the system as the con sultants would Director Bob Williams agreed with Ms Bruce These folks can and will have a significant impact on the level of instruction he said Mr Howitt was not the only trustee with reservations about the additions Trustee Dave wanted assurances the consultants would be doing what they are sup posed to be doing The concept is right but the tim ing is wrong said trustee Bill Harrison Trustee Clark declared she would be voting against the ad ditions She added it was not a no vote but a notnow vote The original hiring plan included obtaining 11 coordinators and con sultant in 1990 eight in 1991 and six in 1992 The one child care consultant to be hiied in the second year was dropped from the addition Child care should not be the responsibili ty of the school board said trustee Bullock Trustee Bruce disagreed and said it was only right to have the child care consultant up front with the entire package There are currently 59 consul tant and in the School Board The added 24 is part of third phase in the Towards program created last summer
