contest where ultimate vic tory is not even the issue In fact Bourassas machina tions indicate a stalemate would prove the more desirable result Last week the governing Quebec Liberal party with at the helm released the Allaire Committee Report basically proposing a radically decentralized Canada with the federal government in Ottawa being relegated mainly to the role of caretaker status in a drastically altered Canadian Confederation scenario The Allaire Committee report will go before the Quebec Liberal party convention in March for expected approval with possible minor changes then will be presented to Ottawa for action Mr Bourassa hints broadly that if action on his sug gestions from Ottawa is not satisfactory he will call for a Quebec referendum either to ratify whatever Ottawa offers to Quebec or to approve sovereignty for Quebec This referendum is expected to be placed before the people of Quebec before 1992 not just before Mr Bourassa must call an election Quebec wants autonomy over agriculture energy and natural resources Also the environment language culture and communications industry commerce and regional development housing health income security family policy and unemployment insurance education manpower and research and development recreation sports and tourism yet there is no mention of how that province would pay for these programs The Allaire report also proposes that Ottawa and Quebec share the responsibility in 10 other areas Mr Bourassa is not to be taken seriously Were he a fanner the stuff he is laying down would give him fer tile fields for decades What he and his party is attempting to do is spike the guns the Parti will be firing when that political party releases its report on the status of Quebec visavis Canada In a nutshell Mr Bourassa has fired the first salvo in the political campaign for the right to rule Quebec and bis enemy is the Parti not Canada or con federation Both the Quebec Liberals and the Parti Quebecois are hoping to use the rest of Canada as the killing fields in their internecine battle for control of Quebec If Prime Minister Brian Mulroney had any guts he would call the bluff emanating from Quebec launch a Lets get on with Canada campaign and let Quebec try to survive on its own Cut off provincial equalization payments let Quebec pay its own welfare and unemployment insurance bills let Quebec outfit feed and arm its own military including Coast Guard make Quebec pay what it owes the federal government make Quebec develop its own monetary system pull the plug on federal loans and grants to Quebec allow Newfoundland to unilaterally declare null and void the contracts that are allowing Quebec to rape Labrador close Quebec borders to entry into the rest of Canada and finally back up Indian claims to approximately per cent of the province of Quebec What will Quebec do Become part of the United States Not on your Liberty Bell The United States cant afford Quebec and would not want to sour relations with the rest of Canada Will Quebec become an extended province of France Not on your Fleurdelis France is committed to a united Europe and needs another bankrupt colony like it needs last week in Toronto has been by the major media as disturbing while thousands of bodies of babies found in the gar bage cans outside of and hospitals do not even make the news The bias demonstrated by the major media in refusing to represent the rights of many thousands of human beings whose lives are terminated by abortion is depressing Each one of the bodies trashed every year in Ontario whether dumped in one piece or with his or her broken limbs gathered in a plastic bag is just as disturbing to me Apparently they are also disturbing to the rest of society as recently a prolife environment Dear Editor Massive concern for the en vironment is leading to a public debate A debate which questions the central values and policies of our society This historic discussion boils down to one question Will we make the effort to become sus tainable A living thing is said to be sus tainable when it goes through its life cycle without damaging the conditions on which it depends Sustainabllity has always been the botton line by which nature judges the creatures that live on Earth Those that fulfill the re quirements can live here for ages those that dont pass away There are rules in the natural world through which the judge ment is made and there are pro blems and opportunities in the human character that will in fluence our chances of a favorable outcome The Guideposts for a Sustainable Future listed below outline these considerations They are being distributed in preparation for the decisions we must soon make as a society Activities are sustainable when they 1 use materials in continuous cycles 2 use continuously reliable sources of energy come mainly from the potentials of being human ie communication creativity coor dination appreciation and spiritual and intellectual develop ment Activities are not sustainable when they require continual inputs of nonrenewable resources use renewable resources faster than their rate of renewal cause cumulative degrada tion of the environment require resources in quan tities that could never be available for people everywhere 8 lead to the extinction of other life forms These points were collected through an inventory of the aspirations and concerns motivating volunteers to work for a better world A growing number of people are indicating their agreement with the goal of sustainabllity as outlined here Together we are asking you to consider the necessity of becoming sus tainable and ask that you think about what it means to your life and to the future Are we really challenged to become sustainable Do we agree that a major effort Is required to secure the future Should this effort be a priority for all sectors of society Do the accurately define sus taxability If you feel the Guideposts do not
