the Region owes the Authority As a Region in which the Authority has jurisdiction over certain watersheds Halton is obligated under provincial legislation to fund a certain percentage of the HRCA budget However Halton still owes the Authority in connection with Haltons contribution to the HRCA 1990 budget According to the Region the province should be obligated to pay the money The Authoritys budget is covered by funding from member municipalities and the province Last year the province reduced the amount of funding it gave Authority forcing member municipalities to make up the dif ference Halton is refusing to cover this shortfall The Authoritys position is that under the provinces Conserva tion Authority Act it is to receive a certain percentage of its fun ding from Halton and if the pro vince reduces its percentage of funding then the municipality is required by law to cover the dif ference At Wednesdays Regional Ad ministration and Finance meeting it appeared the year long dispute would be resolved but in the end nothing had chang ed Recent meetings between pro vincial officials the Conservation Authority and the Region resulted in the province agreeing to contribute towards the 141000 still owing the Authority According to a staff report staff recommended Halton cover just over 71000 leaving close to 10000 still outstanding HRCA General Manager Mur ray Stephen told the committee the Authority has no extra funds to cover the difference In response Halton Regional Chairman Peter in troduced a motion calling for the Region to pay the full The chairman introduced the motion as a gesture to end the confronta tion His motion however was nar rowly defeated resulting in the committee not even recommen ding Halton pay HRCA as staff had advised Oakville Regional Councillor Behrens echoed the opinion of those opposing the chairmans resolution when she said the Authority should meet the Region half way and not require Halton to pay the full This is a time of belt tightening she said Although the committee couldnt resolve the conflict over the budget it did recommend Haltons 1991 share of the Authoritys budget totall ing 1879 be approved Regional
