4 Independent & Free Press, Tuesday,August 9, 2011 NOTICE OF STUDY COMMENCEMENT Bram West Parkway (Heritage Road to Financial Drive) and Financial Drive (Heritage Road to Winston Churchill Boulevard) Class Environmental Assessment Study The Study The City of Brampton has initiated a Class Environment Assessment (EA) for a new north-south arterial road, Bram West Parkway from Heritage Road to Financial Drive and the extension of Financial Drive from Heritage Road to Winston Churchill Boulevard, see map. In order to best address operational deficiencies and the need for additional transportation capacity in the area, a number of alternatives will be examined as part of the study including the potential Bram West Parkway to six lanes, extension of Financial Drive to four lanes, cross-sectional elements, intersection improvements, traffic operations, and the overall impact of improvements on the social, cultural and natural environments. The Process This notice indicates the commencement of the Class Environmental Assessment, a study which will define the problem, identify and evaluate alternative solutions, and determine a preferred design in consultation with regulatory agencies and the public. The study is being carried out in accordance with the planning and design process for Schedule `C' projects as outlined in the Municipal Class Environmental Assessment (October 2000, as amended in 2007), which is approved under the Ontario Environmental Assessment Act. The Halton-Peel Boundary Area Transportation Study (2010) has completed the Phase 1 (need and justification) and Phase 2 (alternative solutions) of the Class EA process for Bram West Parkway. This study will satisfy Phase 3 (alternative designs) and Phase 4 (Environmental Study Report) of the Class EA process for Bram West Parkway and Phases 1 to 4 of the Class EA process for Financial Drive from Heritage Road to Winston Churchill Boulevard. A key component of this study will be consultation with interested stakeholders (public and agencies). Two Public Information Centres (PICs) will be held to present the project, review the study findings and discuss study issues including alternative solutions, evaluation criteria, and environmental impacts and mitigation measures. Details regarding the forthcoming PICs will be advertised as the study progresses. Upon completion of the study, an Environmental Study Report (ESR) will be prepared and made available for public review and comment. Wards 1&2 Regional Councillor Clark Somerville, who has been in contact with the Conservative leader's office for the past three weeks received an email late last week. Hudak told Somerville that the issue has been discussed with Wellington-Halton Hills MPP Ted Arnott, and the Conservatives will back Arnott's TIM position outlined in the Aug. HUDAK 4 edition of The Independent & Free Press: suspend the GTAWest Corridor Study until after the Oct. 6 provincial election. Hudak's email also said he will back the Town of Halton Hills's position opposing Alternative 4-3, said Somerville. "Both are very good news," said Somerville in an interview Friday. The local rep hopes to chat with Hudak one-onone at the Association of Ontario Municipalities (AMO) conference at the end of the month. Somerville said he is still waiting to hear back from the NDP on this issue. Meanwhile, Somerville said since the first sign in opposition to GTA-West plan was planted at Boston Presbyterian Church on Third Line last week, signs have sprouted in rural Halton Hills, as well as in the urban areas of Georgetown, Acton and Milton.
