The baskets and plantings were created and planted in the spring using a special mixture of soil to help maintain moisture and good grow- ing conditions," said Serjeantson in her nomination letter. "Many hanging baskets were deliberately placed over planters to catch the water that would drip from the baskets." She highlighted the fact that the BIA stores some of the plants from the baskets over the winter to be reused again the fol- lowing year. She credits Joe Penney for doing a great job cleaning the downtown streets with his broom and wheelbarrow and the support of the Town Public Works Department.
