And according to Dufferin, the process is moving along barely in the nick of time as the current quarry in rural Halton Hills is al- most depleted-- something that has already resulted in staff layoffs. Town council adopted an Official Plan (OP) amendment earlier this month that makes way for the 48-hectare expansion of Dufferin's quarry that would span over 19 years. The Region's planning and public works (PPW) committee has also thrown its support behind the project, along with regional council, which passed a bylaw last week to amend Halton's Official Plan and make way for the expansion. Both OP bylaws will come into effect upon approval of a Ni- agara Escarpment Plan amendment and the execution of various legal documents. But the expansion isn't out of the woods yet. Since there are outstanding objections to Dufferin's plan it will ultimately be going to a joint board hearing of the Ontario Mu- nicipal Board and Environmental Review Tribunal. A date has yet to be set. Delays and roadblocks were discussed at the recent PPW committee meeting, where Oakville Councillor Allan Elgar suggested the OP amendment decision should be de- ferred until September to give council mem- bers more time to digest the heavy volume of documentation that came along with Duf- ferin's application. But staff from Holcim Canada Inc., Duf- ferin's parent company, told the committee that further delays would impact the current staff at the quarry, with some already being laid off because the property is running out of material. "We're trying to minimize further im- pacts to those people," said Enzo Bertucci, Holcim's manager of planning and property approvals.
