If a person or public body would otherwise have an ability to appeal the decision of Town of Halton Hills Council to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Halton Hills before the proposed Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision. 2. If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Halton Hills before the proposed Zoning By-law Amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. Two local families forever changed by the loss of their children are once again looking to help youth who've shown inner strength in the face of grief. Applications are now being accepted for the Zach Sutherland and Kaya Firth Re- siliency Foundation scholarships, which offers $1,500 for post-secondary education at the university, college or apprenticeship level. The initiative's namesakes, both 21- year-old University of Guelph students, lost their lives in February 2016 during a kayaking trip on the Credit River. The scholarship is open to youth who've demonstrated resiliency despite facing grief from the loss of a loved one. Submissi- ons will be welcomed in both written and video format this year. "We believe that young people who have found and cultivated their own resilience are ideally positioned to light the way for others by sharing their story," explains the charitable foundation's website. "We hope to provide a platform for these young peo- ple and intend to start by recognizing and rewarding their resilience." The foundation reports that it's able to extend the scholarship eligibility to a na- tional level this year due to the generosity of individual and corporate donors. Applications are being accepted until May 7 and recipients will be announced June 14. Due to the pandemic, plans for an awards ceremony are undetermined at this time.
