Carnwath (retired) On March 1, 2021 legislation has attempted to move toward a less conflict-based system dealing with Custody and Access cases. The courts now do not award custody and access. These terms are now abandoned because these terms create winners and losers in a custody battle. In matters, sometimes winning became more important to clients than what is best for the children. Now the courts will award parenting time and decision-making responsibility. As an example, now a parent with parenting time every other weekend can have authority to decide education, sports, health and religion. As you can see it would be difficult to establish a winner and loser, which is exactly the intention. In a letter received by the Town of Hal- ton Hills from Jonathan Wilkinson, feder- al minister of the environment and climate change, Wilkinson indicated adverse ef- fects on critical habitats was the basis for it being designated under the Impact Assess- ment Act. "Council for the Town of Halton Hills has consistently expressed its opposition to this proposed highway for many years," Mayor Rick Bonnette said. "This 400 series highway is old thinking and should not trump environmental con- cerns that threaten key species and natu- ral habitat." The province is proposing to construct and maintain a new 400 series highway, the GTA West highway, passing through the municipalities of Vaughan, Caledon, Brampton and Halton Hills. Under the previous provincial Liberal government, the project was cancelled, but was later resumed by the current Progres- sive Conservative government. "Thank you minister Wilkinson for des- ignating the GTA West highway," Bonnette said. "I ask that the impact assessment pro- ceed as quickly as possible so communities can plan with certainty."
