Chapman said. Provincial statistics show that in 1991 in Halton Hills there was a 79 per cent compliance rate with the buckle-up law. In Milton, compli- ance was 81 per cent. “The national goal is 95 per cent compliance by 1995,” Sgt. Chapman said. Walkway could be delayed until spring By Dianne Cornish The Mountainview Road walk- way through Silver Creek Valley could be built by early December, but if government agencies request more documented information, the project could be delayed until next spring, engineering consultant Roy Hylkema said Tuesday during an interview. Hylkema, a Georgetown South resident, is the consultant responsi- ble for all lands owned by Halton Hills Village Homes Incorporated Halton Hills to foot the $300,000 cost of designing and building the walkway through Hungry Hollow. At town council Monday, the consultant outlined the work sched- ule for the project, something which council had demanded last week because of fears that con- struction of the walkway might be needlessly delayed. According to the work schedule drawn up by Hylkema, a permit from the Credit Valley Conservation Authority (CVCA) to allow work within the Silver Creek floodplain is expected by early November. A work permit from the Ministry of Natural Resources (MNR), requiring the builder to address erosion and sediment con- cerns during construction of the walkway and installation of a foot- bridge over the creek, should be received by the second week of November. Construction would then begin, with the project being completed by early December. While answering questions from councillors, the consulting engineer confirmed that an environmental inventory study cataloguing vegeta- tion along the proposed walkway route has been requested by the CVCA. Asked if there was any start-up - date beyond which he would be reluctant to proceed with the pro- ject, he said, “I wouldn’t want to start too much beyond November 9.
