Kandziora, a Georgetown resident, noticed that his hydro bill was higher than usual at the beginning of March. After an inquiry, he discovered the Halton Hills hydro was charging a 5 per cent late fee on the full charge instead of on the amount which hadn’t been paid. According to the Standard Applications Ratebook, a set of rules by which the hydro of each municipality must abide, this practice was illegal. Kandziora complained to Gerry Trudell, manager of the Halton Hills hydro, and as a result, an adjustment was made to his account. Kandziora was concerned whether other over- charged customers would be refund- ed and whether their refund would be retroactive. He wrote a letter to Maurice Strong, chair of Ontario Hydro, complaining about the situation. Recently, Kandziora received a reply in which Strong promised to “rectify the error immediately for any customer who can show that the 5 per cent late Payment charge was applied improperly.
