Halton Hills This Week, Wednesday, September 29, 1993 — Page 29 How the Federal Election Will Affect You By George Perdue, s B. Se. P. Eng. Every Federal election in the past created a period of insta- bility. This one has already proven to do the same. George Perdue Money Talk with We have already witnessed upward changes to the Bank of Canada interest rates. However, this increase has primarily been the Between Canada and the USA. Now, this does not mean that con- sumer interest rates for things like car loans and mortgages are going totocket upwards. Things are really the US dollar and the Japanese yen have outperformed the Canadian dollar. Until recently the real rate of return-on Canadian bonds has been adequate to attract foreign investors. ‘The winner of the election will rates are the result of actions by the Bank of Canada, but long term rates tend to be the result of market forces We can expect increases in the claw back applied to old age securi- ty. The Canada Pension plan is rumoured to be seriously under- funded right now. As the baby boomers retire there will be dramat- jeally fewer job holders supporting greater numbers of retirees. This spells a change either in the payout to retirees or in deductions of job holders supporting the CPP or both. ‘All political parties are studying ways to eliminate the capital gains exemption, so take advantage of ‘as soon as practical. ‘Another target will be the divi- dend tax credit. This preferential treatment of dividend income typi- cally improves a Tpercent yield to 8.75 percent. Estates and gifting are yet other targets. Both of these practices keep considerable sums of money out of government coffers. If you are con- sidering gifting money to children you can beat the tax man by paying attention to,changes in regulations or making the gift early. The changes in estate tax will dictate the activities surrounding estate~ planning. ‘Employees and small businesses are already taking advantage of deduction rules by becoming sole practitioners. That is, they are encouraging employees to become self employed contractors. This decreases the deductions. The for- mer employer realizes a decrease in cost. Even without an increase in wage rate the self employed person keeps more, so everyone wins, except the government. This type of activity will create a different environment for most of us. The question is when will these things happen and in what degree. George Perdue is a Financial Planner, Business and Partner in Money Concepts, Halton Hills. He can be contacted at (416) 873-1877.
