were read and confirmed and communications read from the de partment of highways from dr steven eon gaol surgeonv and two claims tor damages to automobiles incurred on county roads mr kirstine addressed the council gentlemen said mr kirstine i have a very pleasant duty to perform usually when i address the council it is with a request for money today i have much pleasure in presenting you with a cheque for 25 in the spring i came to you for a grant for the county plowing match bub we have decided not to cancel but to suspend the plowing match for one year because there have not been sufficient entries to justify the cost necessary for holding a match which would be approximately 60 or 70 i therefore have pleasure in returning to you 25 the amount of the grant but i shall probably be asking for it back again next year following the reading of reports the council went into committee of the whole to consider the reports of the standing committees mh harold cleave georgetown was in the chair the finance committee recommended the payment of the following accounts lintarrf jiiln fat which were- passed by the council for- were a menace to qui pubuc payment mothers allowance 105 00 education 2780 good roads 1865443 finance printing old age pensions hospital accounts county buildings 1093575 106 83 99103 67750 11820 3161754 the good roads committee recom mended that an outstanding account of approximately 18000 be paid to the department of highwa and t an account for 304553 be sent to the town of milton carried- the county buildings committee re commended that a blower for the court house furnace be purchased if the cost council were unanimous in their opinion that a blower would be an economy as it would then be possible to burn a cheaper grade of coal an interesting discussion arose when mr robinson moved that the- recom mendation as pasfflj by the education committee at thelfejineetlng at milton be adopted mr robinson explained that the idea of the committee was that the amount the county council shall pay be based on those figures but if any high school wants to pay higher salaries they can do so but the county shall not be called upon to pay the increase mr breckon as i understand it the cost to the municipality is threefifths of the total for each child attending high school a copy of tne resolution was embodied epo w w b the council of the meeting held at milton on october 18 to consider ways and means to defray the high cost of secondary education resolutions passed at that meeting were as follows moved by reeve j w cunningham of alliston and seconded by warden lindsay of pufferin resolved whereas taxation has become an intolerable burden especially to the farmer and whereas education costs are 33 of the total tax therefore be it resolved that county councils wish to positively state that they will no longer set a tax rate to maintain our present high school system and request tthe department of education to amend act giving county councils power to set a maximum on which they will pay a maintenance grant and for the years 193334 pay a maximum saary of 1800 for each principal and 1000 for each assistant moved by reeve tt rbrown ofshep burne eeconded by reeve cunningham that the course known as lower school be removed from the high school course and made a public school or junior high school course in all schools in the province where teachers with a first class certificate may be engaged and where the cost of building and equipment is considerably lower and that the costs of secondary education be made a local instead of a county obligation be is further resolved that county councils be jrjyen control of all high school expenditures if a municipality wishes to increase costs above that deter mined by the county council it may do so by paying the extra charge for the municipality in which the school is situ ated moved by reeve fletcher seconded by reeve dixon of dundas that if a girl or boy be properly employed after his or her fifteenth year he or she may not be compelled to attend school because many complaints are coming from parents trustees regarding the re quests made on school boards for many local improvements su6hes better black boards seats sanitary equipment etc it was moved by reeve e r cunning ham muimur seconded by reeve j c reid east garafraxa that the depart ment of education be asked to instruct the inspectors to delay all- expenses not absolutely necessary during this time of depression the resolutions were approved and passed by the halton county council mr r c mulr chief engineer for the department of highways interview ed the good roads committee in regard to the middle road mr campbell in giving the council the gist of mr muirs remarks said that the depart- wa anxious to workon the middle road as a means of relieving unemploy ment which would provide steady work for the surplus of men from all parts of the county according to mr mulr the middle road would be a better paying pro position than widening the toronto- hamilton highway to a width of 86 feet because of the incidental expense of pay- tag private property claims it was estimated that the cost of the oakvllle bridge would be 300000 and the bronte bridge 225000 for the new road mr morden oakvllle had an idea for a relief measure which was that some of the unemployed should be put to work filling ditches on the toronto- hanulton highway which in their pre- reeve morden also suggested that the reeves of other municipalities who might be interested be asked to join them in this proposition mr currie as far as can see a new road would mean an increase of 170000 to our debenture debt and if that is the case i for one am strongly against the building of the middle road each one of us sitting at this table represents a corporation and if we add any more to our debenture debt where are we going to end the farmers cannot pay their taxes as it is it is a drastic statement but i know its true they cannot pay mr harris i think the best thing we can do is to approach the government and say we dont want the road and we cant pay for it at any rate at the mrcampbell perhaps we might ask just what proposition the government can give us mr harris no i dont think we should ask them for any proposition at all mr robinson the agitation has not come from the county but from the government who realizes that something has got to be done to relieve the traffic on the torontohamilton highway the new road would possibly add half a mill to the county assessment for good roads mr appelbe as far as work for the unemployed is concerned i think we can keep them doing nothing cheaper john w hawthorne welland mr win hawthorne and family in acton received the sad news last week of the death oftheir son and brother mr john w hawthorne mr hawthorne wasjcliled while at work on the welland ship canal at lockvno 3 a group of five or six men were engaged in putting a sewer in just at the point where the abandoned and the present canals cross they were working on the bed of the abanded canal and on the top of the bank was a train with a derrick and flat cars- loaded with huge tiles for use in the sewer in one of the tiles was a log forty feet in length and some two feet in diameter the log fell off the car and before is could be stopped was coroming wildly down the slope toward the little group of men at work below before they had time to escape mr hawthorne and a fellow workman mr daniels were struck mr hawthorne suffered a badly fractured skull and severe brain lacerations dr e d coutts was called but he was beyond human aid and died while being taken to the hospital the late john w haw thorne had been a resident of welland for the past thirty years for many years following the occupation of a sailor on the great lakes but latterly being em ployed by the government on the canal for two or three years ht was a resident of acton he was born in colllngwood fiftytwo years ago and was well and favorably known by many friends who will learn of his sudden demise with sincere regret he was a valued member of loyal order of moose lodge no 936 welland under whose auspices the funeral was held to mourn his passing he leaves his sorrowing wife one daugh ter irene and one son george at home the aged father wm hawthorne and two sisters miss emma hawthorne and mrs jds k smith reside in acton another sister mrs wm mcleod resides in toronto and a brother george in kitchener to all the bereaved the sympathy of the community goes out at this sad time the funeral was held on friday afternon last at 2 30 p m from the family home 192 welland to victoria lawn cemetery where interment was made the service was conducted by rev dr mcguvary of the baptist messages were inspiring and eloquently plain expositions of gospel truths mr davidson took for his text at the morning service the thirtyfourth verse of john 18 jesus answered him sayest thou this passed the onus on pilate we ought not to criticize the conduct oi others until we examine our own con duct jesus says we ought not to judge people from mere heresay in concluding he asked his hearers mother and brothers and sisters she has lived therefore practically all her life in acton and endeared herself to all in this community a bright scholar at mr morden why not leave it over tsschool and adjourned at 5 30 p m to meet at the call of the warden parkview a c activities the members of the parkview a c held their first cross country chase on saturday october 22 and all reported a good time the trail was laldover country roads hills and valleys through bush and meadows and covered a dis tance of about seven miles it was an ideal day and although the hares were far too clever in their manner of laying trails the course was not fully covered by any of the hounds no casualties were davidson bass soloist and mr franklin moore tenor soloist of mitchell assisted the cho and contributed appreciated duetts and solos to the service of praise the choir also contributed special well- rendered anthems a special anniversary offering was received reported except for a scratch on the face received when a member en deavored to knock a tree down with his head in his hurry to find the trail the members all returned to the club room about 4 30 and although many were tired they were also happy a special meeting was held on tuesday in the club room in order to discuss new mem bership as many applications had been received it was decided to enroll thir teen new members this will make a reflected credit on her ability in her church home at knox presbyterian church she was a willing and able worker in the choir and societies in fact there is not a section in the community life in which jean orr will not be missed and the commun ity as a whole grieves with the family in the loss that has been sustained to the brother alex and the sisters misses elizabeth and martha heartfelt toronto led the presbytery tn a season of intercession and preparation for the consideration of the topic after a very impressive season of bible study and prayer he opened up a discussion upon the function of pres bytery in these difficult times he stated that never had he realized the meaning of brotherhood as he now experienced it in the fellowship of the united church and under the present conditions he impressed the presbytery with its duty of standi ready to give every pastor and every charge its sympathetic help in these difficult days following the morning session the ladles aid of season of discussion on the points advanced by mr tilton the sub ject of visitation evangelism was in troduced by rev c l poole based on dr kemahans book visitation evan gelism in this address emphasis was placed uppnthe call to the laity of the church to carry on a definite plan of ev conversation is a very effective form of propaganda and the speaker set forth the plea for more definite conversation on the topic of the religious life of the community if politics economics mechanics and our social- life can be ably and intelligently discussed why not visit our homes for definite
