appears will even be more costly than the old plan of holding a county court of equalization it s twentyeight years since the assessment of hnlton has been equalized and it is obvious that the figures now being used are unfair to many municipalities and ver favorable to those places which have had greater growth and expansion m this period we are in smpathy with those municipalities w ho are car r ing more than thee stiaie of the county levy we believe it s now about five ear smce halton started the new county assessment and ei we hud that onlv three of the municipalities hae completed their assessment while six are still unfinished and stalling the inauguration o the system th municipalities which have fin ished the work may well ask why if the assess ment can be done in ihree it can be done in the other six completion would settle a lot of pre sent dissatisfaction evidence of this dissatisfac tion may be seen m the attempt of the north halton high school board to secure a m6re equit able- basis for sharing of school costs if the assessment is going to be delayed fur ther it might be well if county court of equaliza tion were demanded of county council twenty eight years has seen loo many changes and five years is certainly long enough to inaugurate the new assessment plan t failing a court of equalization a fine of a minimum of 1000 a month might be an incen tive for the delaying municipaities to bestir themselves but of course such a stipulation might be difficult to find favor when the majority would be subject to fine democracy has its limitations too d fer dad day that ihe canadian parliament has not taken action to make victoria day and dominion day fined on mondays eah yeai lather than falling in mid week reason for changing of the king s birthday observance by six months is given that birthdays and new year honors conferred by the king would clash in view of the fact that so few arj affected by the honors and so many are affected by wid week holidays the neglect to change is more than ever obvious what s wrong with making dominion day the first monday in july and victoria day the last monday m may who is there to raise ob feet ion to such a proposal we believe all political parties would have agree ment on such a proposal and therefore it could not be even made an election issue parliament has delayed too long now on making the change the long weekend finds approval certainly with the working folk and some member of parlia ment can find real favor by sponsoring the change of these holidays to monday there is no excuse for further delay perhaps parliament prefers to deal with morn trivial things and such a change would not pro t vide sufficient time for foolish debate and those who did oppose the change would look foolish in the eyes
