rtill7it easter fantasy the good out pays sulx d sfuc m mffrgb twh a4vum and awry child ym hohl up at lb tound of th vwcwd or easter means rvew dotnai candles left by hse easter bunny and a special vitil to church with mom and dad barbara ferris age five fjalt all tat for the bio day with a vmt to the candy flora where iha chocolate bunnlat caught her eye tmkefy ufpm there hat been conldeeble comment re- cntly n tuppot of th thoy that compul- tvy raiiremant at an heritor o would be qood for workers and the economy th ar gument go that if in the immediav futon industrial production workers wera pension ed off at age 55 with an income- high nough to sustain consumer purchasing power automations threat would be met by the feducad size of the lebor fore then if retirement age were steadily stepped down over the longer range there would always be more jobs than workers and unemploy ment would be banished dn regeding for the moment the econo mic implications of the theory it should be reported that a couple of heert specialists attending a recent cardiac symposium in vancouver warned that leisure is not with out its perils drs richard ring wayne state univer sity detroit and oscar magitdon univer sity of southern california los angeles opin ed that if people could retire at 40 with ui the money they needed heart disease would bar much more prevelem tft not the strain of competition that get you said the doctors its the frustration and there are fruitrations in retirement do you know of any utopia that works strain and competition are not the cause of coronary heart disease theres a dif ference between competition and frustration we dont think competition n unhealthy provided you have the psyche to meet it if youre frustrated in your job you d be frustrated out of it as to iha economic implications of the early retirement theory it must be recogniz ed that paying workart for not working would have to be e charge on the economy the pensions would have to be paid out of production unless the productivity of the reduced labor force could be increased in proportion the added pension costs would simply be added to prices raising living costs for all a law compelling employers to provide early retirement pensions is in the realm of the possible but legislation does not pro duce wealth it is also withm the realm of the possible that the law could compel employ ers lo double all wages and salaries but of course it would result in a loss rather than a gain to the public because there would have to be a compensating increase in the cost of living higher wages shorter hours more obi aarlier retirement better living standards all are the fruits of economic growth of in creased wealth production the gams achiev ed in the last decade or the last half century are obvious to all but there is no magic wand of legislation to force that growth voters disjae han rectifies the new budget very clearly illustrated how difficult a country canada is to govern sayi the financial post in a front page editor ial we have builtin problems of great magni tude but what we call a democracy in 1964 makes it incredibly difficult for a government lo do the things the national interest calls for certainly in its budget the government has made a number of sensible and construc tive moves it has extended the period of fast writeoffs for new producers in depress ed areas it is actively encouraging our mil lions of teenagers to equip themselves with the skills necessary in an increasingly com plex technical age it has hopes for widen ing canadian participation in flu ownership of canadian firms but the basic dilemma of how to main tain high canadian living standards and crciitu on economy more capable of determm ing iti own destiny remain unresolved now long can we survive with prosperity primed by budget deficits with unemploy ment and impending inflation with balance of payments deficits and rising foreign ownership that requires evorhrghor dividon- od payments abroad this is mr gordons dilemma it is tiro dtlomma of all canadians the first budget presented by vr gordon attempted to tackle this dilemma by making significant changes in canadas commercial policies those plans didnt work many canadians now think nothing effective and acceptable to most people oan be concocted the pre sent budget attempts no mior changes ll is acceptable to most because of the pre sent high level of business activity eod be cause it avoids the difficult and important problems but neither the failure ohfiellirst budget nor the neutrality of the present bud get should be allowed to mask the facts as to where canadas present course eventually leads do canadians care arc they wilting to accept hard and basic changes iri our com mercial policies kur combines policies our trade policies and our tax policies the most challenging issue in canadian history still faces our government but voters dislike fac ing hard realities views of others tosonto star with a surprising unanimity ami ljtk of discussion the house of commons clec tion committee has recommended that the voting age in 4edeial elections be lowered from 21 to 18 this is m lino with the modem philo sophy that youth must be served but it would have shocked our ancestors who regarded persons under 21 as little more than children we have certainly come a long way from the opinion of the ancient indian sages who considered that no man was qualified to take part in public affairs until he had been 20 years a youth 20 years a warrior and 20 years head of a household
