delightful pictures you have been publishing in your papers are worth the price of your paper and when i consid er the news i am well repaid for my renewal yours truly mrs c g edith jones challenge kerrs mill rate statement june 26 1967 dear mr editor the taxpayers of halton county should be concerned by mr george kerrs state ment reported in the globe and mail on monday june 19 1967 in which he is quoted as saying to my knowledge none of the municipalities in my rid ing have what could be con sidered an abnormal increase in their mill rates this year and my riding would appear to be abnormal in that there is no great feeling that i am aw are of outside of possibly bur lington that the province should take over a greater share of the cost of educat ion mr editor i am wondering if the people of halton would share mr kerrs view of the recent tax increases this year i wonder if mr kerr is aware that municipal grants from the province represent a smaller percentage of this years bud get 433 per cent as compar ed with last years 44j6 per cent in short with the big gest budget in our history the robarts government is doing proportionately less to share in the crushing burden on the property tax i would seriously doubt mr kerrs statement that the main opinion seems to be that the school boards have the responsibility of sharpen ing their pencils as far as bud gets are concerned where has mr kerr been these past years it is obvi ous as he has said that he is not aware it is past time that he became aware of how the people of his riding really do feel about their taxes sincerely ted macdonald ndp candidate for halton west root of vandalism gentlemen i have read in the most re cent issue of the free press information regarding the out break of vandalism juvenile or adult delinquency which has erupted here in acton be fore me is a booklet contain ing among other things state ments made by j edgar hoov er concerning this very same problem what follows are two passages taken from what he has stated the home is the first great training school in behavior or misbehavior and parents serve as the first teachers for the in spirational education of youth in the home the child learns that others besides himself have rights which he must re spect here the spadework is laid for installing in the child those values which will cause him to develop into an upright lawabiding wholesome citizen he must learn respect for oth ers respect for property cour tesy truthfulness and reliabil ity he must learn not only to manage his own affairs but also share in the responsibility for the affairs of the commun ity he must be taught to un derstand the necessity of obey ing the laws of god these qualities of course are transmitted to the child only if they are exemplified and taught within the family circle by way of contrast homes broken by death deser tion divorce separation ne glect or immorality stamp their imprint on the developing personality the products of these homes unguided and un supervised children who sel dom receive needed love and attention develop distorted at titudes and many easily engage in antisocial behaviour these products of adult negligence have become easy recruits in an already vast army of youth ful offenders where then you may ask can a parent obtain time test ed and absolute truthful guid ance with respect to teaching the future adults the only log ical place to seek put such in formation is in the greatest guidebook ever written on hu man behavior this book of course is the holy bible here then are just two samples of the wisdom to be found in this inspired book fooushncu is bound in the heart of a child- but the rod of correction shall drive it far from him prov 2215 train up a child in the way he should go when he is old he will not depart from it prov 226 what more then could be said yours truly w fountain on rosslake park about a year ago a closing or der was issued to rosslake swim area by local govern ment officials connected with the halton health and safety unit to date this order has not been lifted i i believe it to be of interest to the public to reiterate the content of the ruling it seems that a swim area artificially constructed is clas sified as an indoor swimming pool regardless of size or shape and must therefore come under the same rules and regulations rule 1 there must be show er baths erected on the beach rule 2 water must be peri odically chlorinated rule 3 a lifeguard must be on duty at all times i eonsmabthese regulations to be impractical and impos sible to comply with as a re sult to operate ignoring these rules i face possible court charge the rosslake swim area was originally designed with the in tention of sharing its use with the public and rather than making it a legal battleground i have after careful consider ation decided on offering its facilities as well as camping and picnicking tables when available to the public with no admission or parking charges for the above men tioned during this season for those who wish to ac cept this offer there will in addition to facilities offered for free recreational attrac tions namely hayrides horse and pony rides cruise on the sternwheeler ponderossa at a nominal charge a snack bar will be in operation for public conveniences in consideration of the in terest shown by the public concerning the progress of this swim area i hope this letter will explain some of the diffi culties i have encountered re garding its operation in closing may i thank the services of the acton free the fall for legislation one of the major matters to be dealt with in the fall will be the amendments to the crimin al code which will probably deal with such matters as the laws on bankruptcy divorce and birth control the committee on health and welfare which i again have the honor to chair will be hold ing hearings in the fall into the controversial question of abortion it is anticipated that this will be a highly controver sial matter and i expect the hearings will be extensive it is expected that in the fall the government will bring in legslation that has been rec ommended by the special com mittee on drug costs and prices at this time of course one cannot tell which of the recommendations the govern ment will accept but there is every indication from the rec ommendations made on the estimates of the registrargen eral who is responsible for all consumer matters that signfi- cant changes will be made in the laws governing drugs the royal visit of her maj esty and prince
