being dissatisfactory to the township with its tendency towards laige privatelyowned acreages although council felt the lepbypop philosophy would be difficult refute a representation system based on population alone leaves rural areas such as nassagaweya vulnerable to domination by highdensity uijian ajeas in the present system the reeve ant deputyreeve of av municipality ate automatically in mrs anne macarlhur objected to the proposed presence of appointed buieaucrsls to oversee the detiuons and discussion of elected legional councillors she noted the fowu of burlington is currently coming to use rejliratiun if rural northern section his been neglected by council and town departments- since amalgamation of what was then nelson township with burlington a decade ago they have appointed a coiriinlltee to look into the norths problems if neglect is evident on the municipal scale she noted how much more serious would ii become at a regional level councillor art gibson pointed out the agricultural citlren often gives his municipal officials less complaint than hit uiban neighbor and consequently councils tend to the audible complaints before if ever taking a look at the ruisl liuns- problem councillor james walton noted the incluitoo of tsltou with pell in minister mclceoughs regional plan was partly to pievenl pee from selng dominated by the town of mlssisuuga r now debentureladen uibsn municipalities with more acreage much of it as in nassagaweyas case debenture free to provide collateral for increased debenture issues if this were the case the rural residents would be footing the bill for services aimed msuily at cotrectlng urban ailments and even if the services such as water and sewage arrived in i be woods iheie would lie an unnecessary duplication jf northernmost natsagaweyans might take a second look at the wellington county flag that would mean a change of circumstance and consequently different trends of thought on the township councils part sixteen pages tnn cents delegation opposes airstrip at rosslake isquesing council will notify the townships newly farmed planning board of objections from township ratepayers to a proposed airstrip and flying school on 17 sideroad but entertain doubts about whether the board has any jurisdiction over the matter council agreed to do this after a delegation or 17 township residents armed with a petition bearing 140 signatures besieged councillors at their regular monday meeting to protest the tacit approval given the proposed airstrip at the rosslake resort r r 3 georgetown spokesman for the delegation was cooksville solicitor colin marion who said the petition represented ratepayers within an eight mile radius of the proposed airstrip and flying school on property belonging to longtime resident joe ross residents had severs objections to the airstrip but they stressed depreciation of property values as the main objection deputy reeve tom hill took immediate exception to the deputation alleging council had given permission to build an kirport we only gave permission to build a hangar he told the delegation the only way residents can stop the airstrip would be through the department of transport since they controlled licencing of airports mr masson replied that he agreed council does not licence airports but he felt that since they have zoning authority it could restrict an airstrip in the area he claimed that despite mr rosss claim of department of transport approval the department knew nothing of the proposed airstrip he produced a letter which stated the department was unaware of the airstrip but stating the owner was not necessarily contravening any regulation at this stage the delegations spokesman also produced a tetter from mp rud whiting in reply to one from petitioners stating the airstrip could not operate without a licence from he department of transport mr ross has already had a feasibility study canted out and it has been approved by the department councillor ken marshall advised the delegation the solicitor was doing them a disservice by bringing them to council first since mr whiting would be the logical party to approach fust but mr masson said council has issued a permit to build a hangar they can put up a doen twp plans action on tax arrears tax arrears amounting to 540000 accumulating over the past few years were eyed apprehensively by tsquesing council monday night before a resolution passed aimed at collecting the past due accounts councillors thought in many cases penalties werent stiff enough and the township wjs providing cheap money to delinquents a letter sent out to the larger outstanding accounts in november by the township solicitor provoked little payment it was agreed to instruct the solicitor to write letters to all not written before and a second letter to those who failed to reply to novembers letter except for those in arrears of four years or more action will be started to collect on the latter under the involved tax arrears certificate plan of the department of municipal aft airs lands and buildings can become the property of the township under the tax certificate action hangais over ihcic if they waul said reeve george cunie this is under the jurisdiction of the department of transport mr masson said he didnt agree since the department was not concerned with zoning and council was the body tu change that councillor marshall said the department was concerned with zoning around airports the deputy reeve objected to mr massons remark that the depaitment would go ahead with its approval if the township didnt object council hasn t got anything to do with it he asserted reeve currie asked the clerk k c lindsay to relate information he received from guelph township and mr lindsay said he called the guelph township to ask if they had any control over the guelph airport he replied that the township had no control whatever and it was entirely up to the ihurd of transport whether it gives in or not councillor marshall said if the delegation knew the slight inconvenience an airstrip could cause they wouldnt be in the council chambers if it was a golf course youd he all for it and it would cause more traffic than un airstrip he had lived right beside an airport mr masson said the petitioners felt the airstrip would cause more road traffic decrease land values stenlze land on the approaches and were also concerned about restrictions on the height of buildings if it went through he uid the delegation was not opposed to airports per se hut fell it could be located on a better spot the use is not compatible to the residential use developing on adjoining lands he claimed the township planning board could consider a prevention bylaw until an official plan for the township was approved mr masson said his clients were concerned because the area could end up like the toronto island airport reeve currie advised the delegation the petition should go to the m p first and he would gel in touch with the minister or transport at this point dr f w brown stood up and suid that subsequent to the letter he had met with mr whiting and he is waiting for councils decision he maintained a zoning bylaw would stop the proposal und asked planning hoard ne advised and a public meeting held to discuss the plan pleading lack of time to present a full case he acknowledged losing considerable sleep and time over this 1 he loss of sleep was unnecessary replied councillor marshall dr brown said he did not question the building permit but the implication of it sooner or later the airstrip will be licensed and well be sjildled with a type of land use incompatible with existing land use he called un council to represent the ratepayers as well as mr ross and the two men who want to build thestiip another delegate professor bird said he was concerned since the area had a happy environment up to this point he related a personal experience where a plane residents including neighbors are taking an apprehensive view of the flying school segment which 1 had considered but not completely accepted into our airport service in respect for my neighbors and attitudes or opinions of others i have made the decision to abandon that segment of the enterprise it is my understanding that those who oppose the flying school operation are completely satisfied with the proposed airport and maintenance facilities we plan to offer and can assure the owners of light planes that our two engineers ore second to none in qualifications it will however be a major disappointment for the young flying instructor whose ambition to operate his own business in a growing neighborhood is ended it is not easy to submit my decision to him particularly when a great future seemed to be open to him most of us know what it is like to have our little world crash around us but i remind this young man that the road of piogress if- full of defeats but victory always
