contract was to be let on that date or if the were jut calling for tenders i asked hlpi oo get in touch with mr cleaves and the road commissioner- suggesting that he ask them to try arid hove this they thought this work could have been done by them at 30 cents per yard i also told him it would have paid me to take on trie contract at that price rather than have the money leave town on november 3 as i was leaving for toronto mr cleaves came to me and said that mr armstrong was willing to sublet this contract to me a 30 cents per yard but the contract was not approved of by the county road department at this time mr arm strong was to get 5 cents per yard or about 60000 for giving me uie con tract and i was to assume all the responsibility i asked mr cleaves lf he thought this was fair well he said you suggested you would take u at that price i did but not as sublet contract circumstances alter cases however i told him i would see what i could do on my return i held a meeting with the teamsters and explained the situation con sequently i would require three or four cents per yard to take care of the difference between box and banlc measure also the employment of foreman and guarantee a cash bond of one thousand dollars 1000qo this did not seem to meet with their approval but i may be mistaken in my opinion i told them to take uus contract themselves which they de cided to do u they could arrange suitable terms with mr cleaves on november 4th the teamsters had mr cleaves meet them where uie work was to be done there was a little discussion in which mr cleaves was asked uie date on wihch uie work had to be completed he said the steam shovel had to have it fin ished by uie 1st or december they asked him ir he could not extend uie time if it was done with the teams he would not guarantee them that they also asked him if uie council would be responsible for payment this he could not say until he had taken the matter up with same mr cleaves said uie job was let to mr armstrong and that they would have to look to him for the money he also stated that uie contract had to be completed before they could draw a cent this was not much encour agement for men
