report of dr c v williams medical health officer for georgetown aspresentedat the council meeting last evening georgetown jan ii 1932 to the chairman and members of the local board of health georgetown gentlernen i beg to submit herewith my anual report upon thev sanitary oondittdii of the municipality for the year ending dec 31st 1931 our population as shown by the assessors report 1831 is 2187 vital statistics according to the records of the divi sion registrar there were during the yar st7 births and 14 deaths communicable diseases cerebrospinal mernngltis i chickenpox 49 scarlet fever ib whooping cough 8 number of deaths from cerebospinal meningitis 1 the absence of any cases of diphth eria is to be noted it is felt that- the twxold treatments being given the children at scnool and by the family physician ate showing very striking results there was a sporadic outbreak of scarlet fever in may and june in spite of strict quarantine and isolation ot casesdhbculty was experienced nj controlling the trouble this was duct entirely to the presence of unreported mild cases who were allowed freedom before the period of dommunlcabliity had passed for the protection of the public such cases when found will be dealt with very severely in accor dance with the pubnc health act although chldrjenpox german measles and mumps are no longer placarded notification with isolation and quarantine of such cases is still required water samples are sent to the laboratories of the ontario department of health every two weeks unfavorable h tory reports of all specimens were received samples were sent from each of the seven streams emptying in to the reservoir ail except two were polluted with animal excreta the same condition was found in the source of supply within the town limits intermittent pollution parti cularly after heavy ram falls or thaws has been noted in previous years the condition however has been continu ously present this year a public health engineer from the department of health has been con sulted and with your medical officer has made a thorough survey of the situation it seems that the pollution of the stream must take place at points a considerable distance above the reservoir although no sickness in town can definitely be attributed to impure water the town supply is potentially dangerous and without warning at some time may cause serious trouble it is strongly recommended that the water be chlorinated the apparatus is comparatively inexpensive the trace of chlorine can seldom be detected by its use the public can at an times be assured of a perfectly safe supply of water icsb a heatlh survey is now tn progress milk number of producers 11 number of distributors 8 total dally con sumption 558 quarts number of pasteurising plants 2 80 of supply pasteurized inspection made by local milk inspector dr r learmonth producer 63 distributor 38 although there is stni room for im provement of the milk supply we have a quality of mihc superior to that of towns the sue of oeorgetown inspection op ptjhltc school sanitary conveniences excellent heating good lighting conditions falr black boards falr ntjisance8 the origin of ninety per cent of nuisances in the town can be traced to defective eltmlnaton of household and factory waste the question of sewerage disposal has been discussed in the press recently and repetition is unnecessary to sum up these nuis ances which are causing a great deal of annoyance and expense can never be corrected by any means except a modern sewerage system practically all are agreed as to its necessity but many feel that the time is not propitious i for such a financial outlay it is to be hoped that no other local im provement of any magnitude will be under taken before a sewer system is installed regular garbage collection is being taken advantage of by more inhabit ants each year and is to be commend- ed clinics toxoid clinics three doses of tox oid were administered by you medical officer to 31 children- of the public school last year it ts now felt that the great majority of oeorgetown school children are completely protect ed against diphtheria the group of children from 6 months to 8 years of age is receiving little benefit from this public health measure although some are being treated by the family physi cian a large proportion are unprotect ed plants urged to have pre school children treated if not done privately they caic inoculated with the children of the primary class each fall mental hygiene following a men tal hygiene clinic held in 1990 where advice was given to the parents of backward children a followup sys tem is feeing carried out by government psychiatrists and psychologists this has been of great benefit in some newly painted and decorated
