toronto two brothers and one sister also survive rev k t douglas retired minister of the united church toronto mr alfred douglas merchant of msvrrflr mani toba and mrs gertrude mathers of oallornla vmjl the deceased retired from his l charge at mount pleasant ontario some two years ago because of fall trig health he had since resided tn toronto and although he had not been as well as usual for some time the end came wlui ahocklng sudden ness w mr dougals carrunenced his minis try as a missionary to uml canadian west subsequently returning to on tario and offering hlmseir as a candi date for the ministry in the hamil ton conference of the methodist church of canada he was ordained at hamilton in 1900 and commenced his ministry at jarvis out during career he has ministered to the co in ontario- jarvis trafalgar rockwood port tgin canfteid norval ttynden port robinson and finally mount pleasant those who have been associated with mr douglas in his work in the church remember him as a fearless soldier of the cross an untiring work er in the cause of christ and a kind ly sincere gentleman whose genial smile and warm handclasp will never be forgotten he was rich in faith he was steadfast in hope but above all he abounded in charity like the good samaritan he never passed by on the other side but uent down in to the lowly paths to bring many a wanderer home his favorite handling these costs another factor in our decreased rale is the assumption by he pro vince since last march of 7hr full cost of old age pensions and mo thers allowances this has relieved the county of payment of some 15 000 during 1837 and will probably mean a saving of over 830000 in 1038 other social welfare josts are some what higher this year owing to ex tensive repehs at the house of re fuge glooo 00 more than est year was required costs of the childrens aid society slid child welfare slightly higher there was very little change in the amount of hospital accounts a review of some of the other lar ger items in our expenditure might be interesting administration of justice costs have been almost doubl ed this year these costs are always uncertain and were unusually low last year this year owing to a very large number of lnmeis and heavy expenses at both the asahne oourt and sessions they have increased at least is per cent the expenses and upkeep of the gaol and county buildings are also slightly increased this year owing to necessary repairs to the court house roof redecoration of the court room and replacement of certalh equipment it is gratifying to know that the credit of the county is apparently in first class standing for the past three years we have been able to sell five year debentures carrying only three per cent at better than pa this yesrs price of 1003 betig highest yet received our debenture debt is being steadi ly reduced and will amount to ap proximately 440000 at the end of year as compared with 4un0 at tha end of imc with the county
