spectator ottawa june 7th the new set ol proposals sent by washington to ot tawa in relation to the construction of a seaway along the st lawrence route brings that vexed question into the limelight again the memorand um which the dominion government nas now in its hands for considera tion is an astutely drawn document- it seeks to overcome the main argu ments that have been advanced by the opponents to the enterprise by the terms of the proposed treaty the embargo laid by the united states on the export of electric power from on tario to new york state would be re moved it would acknowledge the ownership by ontario of the water which would be diverted from the hudson bay region to lake superior under plans which were suggested by the government of ontario in ad dition in connection with the de velopment of the internationa sec tion of the st lawrence the huge power installation on the canadian side need not be undertaken by the ontario government until the prov ince needs the power which would be generated there the main features of the proposal were that it would be a 27 foot water way- lorm the head of the lakes to he gulf of st lawrence that international commission of ten men would study plans for development and allocate the tasks of construct uon and that canada would complete the construction from cornwall montreal while the united states would attend to the intematloal sec tion from cornwall to prescott and all work west of lake erie there is no means of knowing what will likely be the fate of the suggest ed treaty the canadian govern ment will study it carefully there will be discussions about its erms with the governments vitally interested endeavouring look at the chances for the tn from every angle observers are men honing that the 1932 treaty following lines in many respects similar this one was refused by the urited states senate would it pass this treaty it is estimated that the cost to canada of its share of construe tlon
