n number of interim recommenda tions muny of whiah were lncor- po rated in the first assessment act of ltxh which dealt solely with municipal auevtcrncnt and taxation triey made many recommendations the majority of which with some major and in other instance minor amendments constitute our pres ent axsemincnt act the outstanding changes were that the value of tahe properly was to be considered and not the type or class of construction that the uctual value of farm land instead of the type of aoll wa to determine the assessment value that business assessment was to be levied on the value of land and buildings used for auch business instead of such hypothetical and hard to ascertain methods as amount of trnde and stock on hand at the time of the assessors call taxed on real value in that value they placed more rcllaicc on the selling value of property than we wisely do today in view of the demand for housing accommodation which governs the selling price but not the real or actual value in 1040 an amendment to prov ide for the appointment ot county assessors was brought into force as this amendment is very impor tant it will be dealt with in a later article in 1040 the provisions which dealt with the method of ascertain ing assessment value were amen ded and these crmnues are now con tained in section 33 in 1047 the present minister ot municipal affairs the lion g u dunbar took the first concrete step to actively assist municipalities in assessment by creatine an assess ment branch to aid and advise municipalities nnd assessors in their ntseisment problems in 1050 mr dunbar went further by issuing a msntiml of assessment valnes to be iim hw auastinrs in det- ern certain munlcliwl wrvices their adminit rut ion for some purposes includes u7 towns 150 villages and 4u townships um one improve ment district in northern ontario we have 11 territorial districts which for some purposes levy charges rated on assessment the charges for the municipal services illspensed appear in the tax bills of the local rate payer in these territorial districts and they comprise 3 cities 49 towns 10 villages 144 townships and 18 improvement districts an explanation of why we at ratepayers should be vitally inter ested in the assessment of other municipalities besides our own will appear in the next article nielsen the chiropractor dmslrss therapist
