thursday november 26 1959 and is reproduced here for perusal by those unable to attend on that occasion 1 was first elected to sen on the municipal council in 1954 and in 1906 was askod to act as chairman of the road committee fc at that tunc tht town was faced with the problem of resurfacing all the roads in the older part of town and new roads in the swanek cloerdale parkview orr and sun beam heights subdivisions the roads in the subdivisions consisted of er poor gracl surfaces while in the older parts of town asphalt had been laid on the travelled portion of the street with do thought to proper grading or drainage with the result that we had mud ditches everywhere nd no base in the road which in manv cases had caused the asphalt to honejeomb and break down at the edges of the street to put this situation right was an enormous project the costs involved would noi permit storm sewering curbs gutters sidewalks and m hot laid asphalt paving all in one or even more viar with the finances thin available the onlv course was to resort to a less expensive form of construction namelv liquid asphalt and stone chip which were costing approx 40c per square arfl as com pan d with s2 50 per square yard for hot laid asphalt the first maju projict carmcou in v956 was ihi reconstruction and storm sewinng of luelph st which had been a major expense to the town for maintenance for manv vears previous during the ame vear storm sewer- were laid in king mreu durham street sarah street and mcnab street and a few of ihe strtets were resurfacet as far as the budget would allow in 1957 under an ajnement with the lountv council paving storm sewers and sidiwalks were completed on maple avenue in this vear a number of the gravelled roads were given an initial trea mint of liquid asphalt and stone chips 1958 saw the com pit i n of tht first stav of the liquid kshpatt programme and nonu struts were iven second or sealing coat in 1950 we havi applied the second coat to all the re maining streets in the older part of town and commenced on a programme of mon pinnantnt tvpe construction which when properlv earned out to its ultimate end will more than halvi thi earh maintenance costs now being borne hv the tovn on deorge street the old asphalt had been taken out the contours properlv uradrd complelelv new base installed new curbs gutters and sidewalk instal led andhew hot laid asphalt pavement laid new streets id the delret subdivision taken over bj the town tor maintenance in 195 and 58 were given a double treatment of liquid asphilt and stone chip this vear after approval had been obtained from the dept of high wajs for subsidv grants since 1 took over as chairman of roads in 1956 up to the end of 1959 more than eight thousand lineal feel of broken sidewalk has been replaced bv the town forces with the exception of guelph street and maple avenue all the work i have outlined has been done out ot current revenue we are not in debt for an of it ladies and gentlemen i am seeking reelection because i feel sure that all of von realwe what a good job has al readv been accomplished with the futances- available and 1 look forward to the time when with continued proper plan mng and proper management lieorgetown will have streets which are second to none the next major project which i ant proposing be done it main street plans are alreadj being prepared and this work should be donev or at least commenced as earlj as possible next spnngvott current revenue to do this job properly will require new storm sewers new sidewalks curb and gutters and rebuilding the pavement if properlv i aon a s0 subsidy can be obtained from the dept of highways for that portion between guelph street and mill street andan 83 subsidv can be obtained from the counu council fonthat part between mill street aid maple ave i am asking you then ladies and gentlemen to give me your continued support to serve each and every etttaen b my earnest deair i have never
