four members question it inauguration without an indication that voters favour it they argue that in 1959 voters gave a decisive no when asked such opinion the proponents say times have changed that voters would now approve that geor etown lags behind its neighbours many of which now elect their councils on a two year basis one can not quarrel too much with the theory that nine men holding office for two years instead of one might not be able to do a better tab there is admittedly a month or two when a new councillor must familiarize himself with the details of civic administration and one year moves so fast that many plans conceived in good faith are left hanging in the air at the year- end on the other hand if one argues that a good council con be better if elected for two years the same reasoning must say that a poor council will be worse the urgency of getting things done m a limited time is gone and it can be even easier to shelve a ob realizing that it can be done next year most of all n the fact that a two yoar coundt could so irritate voters rightly or wrongly during such a long term of office that it is conceivable there could be a com plete turnover at the end of a period rarely if ever does this happen in the short space of a year it would thus appear that elections ev ery year provide the very safeguard which boosters of a two year term are looking for a council with j share of men versed in municipal procedure no really bad council aside from the question of length of term in our quarter century of reporting we have never seen a really bad council the average man elected to office has a true desire to do a ob for his community and must devote even more time than he can afford to the complex ob of helping to run a growing town certainly councillors must temporize at times for no man can do anything for the town unless he has support at the polls he must try to keep a reasonable number of voters happy while doing what be feels is in the towns best interests good theatre the little theatres production of rash- ornon was a total triumph of stagecraft e perfect blending of acting set design and lighting and one which was enthusnas tically received by its aud ence the play was a good one to start with though ostensibly an ancient japanese tra gedy its ideas were thoroughly uptodate and one was left in no doubt about the sa tire
