resolutions of the quebec conference and ihe 1867 british north america act wera almost entirely in his wording dominating canadian politics for the first 24 years after confeder ation 19 of them as prime minister macdonald set the pattern for tha way in which the new country would be run glasgow born macdonald was raised at kingston on the upper can adian frontier he entered politics as a young lawyef in the 1840s soon emerging as leader of ihe upper canadian conservatives with his lower canadian counterpart george cartier he headed the government of the united colony of upper and lower canada in 1858 when confed eration was first seriously proposed it wasn t till six years later that macdonald acted the delay was typical of tactics that earned him the nickname of old tomorrow his enemies called it procrastination in fact it was a brilliant sense of timing macdonald was patient enough to wait for the right momenl and when it came he knew how lo act quickly the 1864 charlottetown conference on union of the maritime prov inces gave him the chance he needed his self invited canadian delegation swept through charlottetown like a whirlwind knocking the mantimers off their feet with the plan for a british north american confederation and driving maritime union forever into the background in less than two months macdonald succeeded in getting the man- timers to
