We are quiet, clean and want you to amend your bylaw so we can continue operating in the park," Anagnostopoulos argued. Acton councillor Norm Elliott unsuccessfully appealed to Council for a deferral on the issue. "I have a number of concerns. Hot dog carts sure got out of hand in Toronto, where they had to have a lottery to decide who could operate where," Elliott contended. "Anagnostopoulos is operating at the Beer Store and there is a hot dog cart at the CanadianTire parking lot. How many of these things are we going to allow? Do we let whoever asks operate a cart? Council needs to do a lot more talking and get a lot more information before we pass this," Elliott argued. Acton councillors Rick Bonnette and Gerald Rennie both also questioned if the Town will have enough control over the number and location of the refreshment carts. Halton Hills director of parks and recreation Tom Shepard dismissed the Acton politicians' concerns. "We have only had two applications since 1982," Shepard explained. "Their concerns are a complete over-reaction." "We won't allow a half dozen refreshment carts to take business from existing food vendors in our parks. We have a list of 16 criteria vendors must meet before being considered for a permit." Council did agree to ask for a full report on the number of permits that will be issued.
