The latest bylaw enforce- ment report to council showed that there are cur- rently 692 cases on he books with 19 cases under investi- gation and 13 scheduled for trail. At last week's council meeting Elliott said that something must be done to deal with the backlog, but he hates to suggest that addi- tional staff be hired. "The numbers are dra- matic and I wouldn't want to guess how much revenue we are losing on enforcement," Elliott said, adding that peo- ple with legitimate bylaw complaints would give (trying to have them cueake with) in either total disgust or frustration, Elliott suggested that come budget time the direc- tor of bylaw enforcement be prepared for some "heavy discussion" on the issue. Council voted to discuss the issue at budget time and also ask staff to pinpoint the enforcement areas that need the most attention. Following the meeting Elliott said that in a perfect world he would want the Town to hire additional staff to handle the increase back- log but that this year will be an extremely tight budget and he just doesn't know . where the money would come from. In the past, faced with a huge backlog of bylaw en- forcement complaints, the Town expunged over a hun- dred complaints off the book but Elliott said he doesn't favour doing that again, without dealing with the is- sue of how to handle the nurtiber of complaints hat the Town receives. A native of Acton, Ben Bayliss honed his hockey skill on the filter beds and ponds of Acton, like many of his generation. A star defenceman with the jun- ior hockey team, he was calle dup to play for the OHA Intermediate B Tan- ners in the 1938-39 season. He played a major part in the team's success and chammgiemhip, Like so aoe aoee young men, George Bayliss enlisted in the army when. World War II broke out. He served with distinction in the Highland Light Infan- try (HLI), participated in the invasion of Europe where he was wounded twice in action. A quiet man, Ben loved sports of all kinds, played baseball and softball with local teams, enjoyed hunt- ing and fishing. He is sur- vived by two sisters, Mrs. Dorothy Waller and Mrs. Pat McCutcheon, both of Acton. Funeral services were at the Shoemaker Funeral Home with Rev.
