a ane THURSDAY, SEPTEMBER 3, 1998 THE NEW TANNER New hardware opening By FRANCES NIBLOCK The New Tanner Plans for a new Home Hardware store at the south- east corner of Queen Street and Churchill Road are closer to reality following a Town site plan committee meeting last Monday. The committee approved the pro- posal, subject to three pages of conditions. Although the site in ques- tion -- most recently a gas sta- tion -- is not zoned for a hard- ware store, Town council re- cently approved plans for a 7,500-square-foot hardware store with a garden centre. The approval was against the advice of Town planning staff who argued the store constitutes a new land use and sets a future precedent. Bill Manes, who currently owns the Home Hardware store in downtown Acton, said that most of the stand- ard conditions imposed by the site plan committee won't be a problem to fulfill. "There's nothing too se- rious there but we have to get the conditions filled before we can apply for a building permit," Manes explained on Friday, adding that initial plans to be open by Christ- mas aren't realistic. We are negotiating with Halton Region concerning water and sewers for the site." Halton planning staff want Manes to extend a sewer main along Queen Street from Churchill Road. Manes questions why he can't pump wastewater back to Churchill Road as the Town does from the new Acton arena. Town staff also has con- cerns with Manes' ability to meet the Town's landscaping requirements because of the extent of development on the site. Because of the promi- nence of the site on Acton's eastern boundary Manes will have to work closely with the Town's recreation and parks department to make sure standards are met. Manes said they have "gone by the worst (develop- ment) hurdles" and he's im- patient to begin construction. Town planner Barb Koopmans said since the Town is building a sidewalk in front of the Churchill Road fire station, Manes would be required to extend the sidewalk in front of his property. The sale of the site won't close until the site plan conditions have been met. Manes said they would con- tinue renting on Mill Street until the new store is built. Forty additional spaces have been added on the west side of the facility as an extension to the existing paved parking area. The extra spaces are not paved but is "traffic grade" gravel -- bought at cost from Acton's Blue Circle Aggre- gregates Limited. The project will be paid for with surplus money from the arena's capital construc- tion budget. Facility manager John Archibald said the ad- ditional spaces should han- dle the overflow problem.
