"This change of policy is unbelievable!" "We are in the tenth month of our 1998 budget and a week away from the last tax installment due date and the Province has sent Regional Council back to the drawing board." The chairman noted that, for Halton the Provincial plan means that total busi- ness taxes will be $2 million measures to moderate the impact of CVA. Halton adopted a three year phase- in plan for residential home- owners and apartments, an enhanced tax deferral plan for low income seniors and low income disabled persons and a four-year rebate pro- gram for businesses. Savoline also said "Halton has been a leader in property tax reform since we imple- mented the first and only re- gion-wide reassessment in the Greater Toronto Area in 1996." Savoline indicated that she contacted Minister Eves twice to request that Halton be exempt from the new leg- islation. In her letters to the minister, the chairman noted that she had the support of the four Chambers of Com- merce in Halton. The four presidents were unanimous in expressing their concern about the provincial an- nouncement.
