"All of the areas within the GTA understand fully (Halton) Council's position and that is we will not accept waste from outside the re- gion. This has been a very stalwart position and it's something they appreciated from the beginning," Vic Lesnicki, director of waste management told Halton Hills councillors last week, . adding that Halton is the only region that isnot on the verge of a landfill crisis. At the request of Acton Councillor Rick Bonnette, Halton waste management staff briefed Town council- lors recently on Halton's pro- posed solid waste manage- ment study, now in draft form. Halton's landfill in Milton opened in 1992 with.a pro- jected 20-year life span and acondition that Halton set up an energy-from-waste (EFW) system by 2000 to burn half of Halton's garbage. In the late 1980s, the bor- ders to the United States opened up to waste and most of the commercial and insti- tutional waste from Halton was shipped south where tip- ping (disposal) fees were cheaper, forcing Halton to rethink the "picture, strategy and reality" of Halton's waste management systems and landfill. EFW is no longer an option and the Region will ask the province to amend its certificate of approval for the Milton waste management facility. Officials predict the lifespan of the landfill 26 year with 37 per cent of the Region's waste being di- verted and that would jum to 47 years if Halton can hit a target of diverting 58 per cent of its waste. The proposed waste man- agement strategy "balances cost versus risk versus envi- ronmental considerations" explained waste manage- ment coordinator John Smith in his council briefing. The strategy includes a WasteWatch monitoring sys- tem; a source reduction pro- gram called WasteLess that officials hope will reduce the amount of waste that makes it to the curb by 10 per cent Over the first two years of the program. Halton will spend $15 million for solid waste man- agement this year which means an Acton homeowner with an average current value assessment of $186,000 will pay approximately $110 for waste management this year. Each Acton resident pro- duces approximately 400 kilograms of waste per year.
