THURSDAY, NOVEMBER 11, 1999 THE NEW TANNER 13 Water main concern at méeting over proposed Black Creek golf By FRANCES NIBLOCK The New Tanner Proponents: of. Black Creek Golf Course east of Acton are using misleading data to bol- ster claims the proposed 27- hole facility won't cause wells to go dry, according to a neighbour of the proposed Black Creek Golf Course. Dan Poirer, representing Fourth, Fifth and Six Line resi- dents, said the residents have a certain degree of mistrust with the integrity of the ap- plication and detailed their concerns at a public meeting on Monday, called to review the Monckton application. The application is to amend the Town's zoning bylaw and Official Plan to permit a golf course, club- house and maintenance building on 225 acres on the north side of Highway 7, be- tween the Fourth and Fifth Lines. "The residents repre- sented tonight are generally alarmed that the documents submitted to support. this project are biased," Poirer said, asking councillors to consider the rights and privi- leges of existing residents who are worried about well water quantity and quality, loss of quality of life, in- creased traffic, chemical run- off from the golf course and higher property taxes. In an overview of the pro- . posal Town planner Marsha Paley outlined water related concerns from the Credit Val- ley Conservation. "There are tributaries of the Black Creek (Mann's Creek) that have sensitive cold-water fisheries. There are provincially significant wetlands and the Silvercreek wetland complex. There is also an environmentally sen- sitive area and a regional storm fl lain," Paley said, adding CVC has asked for additional information. The applicant's planning and project manager, Glenn Schnarr, a former CVC em- ployee, said that information is coming. Schnarr stressed that irrigation water would only be taken from Black Creek during high flow periods and COMMUNITY SUPPORT AND INFORMATION Young Parents Program: Are you a young parent between the ages of 15-24 years? Se ie mate HOME IMPROVEMENTS BATHROOMS BASEMENTS PAINTING aa Estimates (905) 702-0029 no ground water would be taken for irrigation, but just enough for the clubhouse, the equivalent usage of four or five houses. "We would only take wa- ter (from Black Creek) when there's a lot of water in the stream. ..during spring runoff and after substantial rains throughout the course of the year," Schnarr said, adding they will have enough ponds to store water for droughts. Schnarr dismissed con- cerns about herbicide and pesticide runoff from the gold course harming Black Creek, arguing the impact from agri- cultural runoff is much greater. He said the quality of life wouldn't be affected be- cause the area will look much like it does today when you drive by after the course is open and Highway 7 can han- dle any increased traffic. "We are committed to working to make this golf course another jewel ofa golf course in Halton Hills," Schnarr said, adding they are doing additional testing re- quested by the CVC. Barbara Halsall, president of POWER (Protect Our Wa- ter and Environmental Re- sources) said they have "ma- jor concerns" about what will happen to Black Creek if the golf course is approved and she doesn't think any water BOYES PLUMBING Water Softener : Rentals e--» Water Pump) Service 855-4232 should be taken from Black Creek. Acton resident Jean Hilborn argued all ground water supplies and wetlands areas must be protected and preserved -and Fourth Line resident Ray Blower ques- tioned if the proposed ponds would leak or draw ground water. After commenting agen- cies have responded to the proposal and all technical in- formation requirements have been met, Town staff will draft a report with a recommenda- tion for council debate.
