Ext. 2332: HALTON HILLS TOWN OF HALTON HILLS CITIZENS' CEMETERY ADVISORY COMMITTEE The Council of the Corporation of the Town of Halton Hills invites applications from members of the public who are interested in serving on the Town's Cemetery Advisory Committee. Council is seeking volunteers from across the municipality to serve on the Committee that will meet three times a year for the concurrent term of Council (2003-2006). The main purposes and activities of the Citizens' Cemetery Advisory Committee are: 1. Identifying issues that impact cemetery maintenance, operations and capital improvements. 2. Commenting on policy initiatives including but not limited to security, adornments on graves, conservation and interpretation. 3. Reviewing rate and fees or identifying potential revenue sources. 4. Reviewing matters brought forward from Council or staff and determining appropriate action to deal with issues or initiatives. Zemlak says Littler denies all knowledge of his candidacy. "The whole thing was fixed," Zemlak said. "I'm disappointed that Prime Minister Martin isn't interested in this deficit in democracy. I believe it was an abuse of power. It goes beyond the party. When we have veterans denied the vote in a nomination race then we've really got something wrong in this country." At least 54 people were refused the right to vote at the meeting in Rockwood's Centennial public school on Wednesday, including the wife of Halton Hills mayor Rick Bonnette. The rules have always said members had to be signed up 14 days prior to the date of the nomination meeting. New rules, of which the Halton Hills members were not informed, state members must be signed up a week before the nomination meeting is called. Littler says he would notify registered nominees of the upcoming nomination meeting date so they could have their membership drives completed 21 days prior to that meeting date. Zemlak's communication spokesman Mike Foley of Rockwood, said they checked with Gregg but Littler has said they should have been looking for rule changes on the internet. In a telephone interview Monday LPCO chairman Carl Littler said the rule change which has so upset Zemlak supporters has been in force for "at least two elections." In his affidavit, Gregg said he told his old executive members there was no urgency to get new members signed up. Littler said he was told to get nomination meetings for Ontario ridings finished by the end of March, and earlier if possible. While he had indications from several interested candidates in January, including Debra Sutherland of Erin, she stepped aside and threw her support behind Bruce Hood. The former Halton executive members were of the opinion that MP Julian Reed would seek re- nomination, Littler said, so they weren't directing their attention to finding an alternate candidate until Reed announced his retirement. And Gregg was directing his attention to the new Halton riding. Littler admits Greg "may have mentioned" that another candidate was interested in the riding but until papers were officially: filed he ignored such rumours. "Since I had no indications anyone was running against Bruce, I treated the nomination as an acclamation," Littler said. "T called the meeting and a day or two later Gary submitted his papers. He was the author of his own misfortune. He knew the rules and they were posted on the web. He never contacted us. It took him 41/ 2 weeks to get into the race. I can't move meetings." With more than 150 Ontario ridings to worry about, Littler said he couldn't rearrange things at the last minute for one riding. "And T understand Gary isn't appealing. the decision," he said, "so there's no reason for me to look at it again." Zemlak said he will not appeal the decision because Littler is the final authority adjudicating disputes and his lawyer has pointed out that the election would be long over before any legal and DR. Zemlak's communications person, Mike Foley of Rockwood, said a communication from Liberal headquarters in mid January warned party members that new members could not be signed up on old membership forms. As a result, Zemlak supporters waited until the new forms arrived Feb. 22 to begin their membership drive. When the forms were submitted three days later it was already too late for the new March 10 meeting. In the process of checking voting eligibility of some old members Wednesday night, Foley said they discovered 26 of Hood's new members, including Hood's campaign manager Debra Sutherland, were signed up on old forms received at least a week after the date by which LPCO said the forms were no longer acceptable. Zemlak said he pointed out the problems with Hood's forms to the Chief Returning Officer presiding over Wednesday's vote and she said she needed to speak to a couple of people about the discrepancy. So far he has heard nothing from her. Littler told The New Tanner he would have to investigate such an allegation if it was brought to his attention. "Tf they were signed up on old forms they should not have been processed," he said. If Zemlak's comments sound like sour grapes, comments from supporters after the ballots were counted echoed his disgust. A number of party faithful were overheard saying they'd have to "vote NDP this time." They were also upset with Hood's alleged behaviour as members lined up to enter the polling section of the room. When someone questioned Hood's proximity to the voter lineup and the way he was shaking hands with everyone in the line, Foley approached him and suggested he was so close he was intimidating some of the elderly voters. "T turned around in time to see Bruce with his face stuck in Mike's swearing at him and inviting him to step outside," Zemlak said.
