Those solutions could mean increased transit, more rail lines, more air flights, more municipal and regional road networks, changes to the Province's own Hwy. 7 or even another provincial highway. If the solution is more freight rail lines or regional roads, then the MTO will turn the study and the subsequent decision-making over to the rail line ownership or to the regional municipalities, said MacKenzie. But if it's decided the Province needs to improve its own highway system or GO Transit, the study moves into Phase 2-- which means more years of review. There no preference on any alternative right now, stressed MacKenzie. "This is a long-term planning study, we're looking out to 2031," he said, adding the study itself could take as long as 10 years, if it goes to Phase 2. "Because it's such a long-range project, we have to involve as much as possible (municipalities, rail lines, transit, conservation authorities, environmental groups and residents), because if we don't get right, there will be problems in the future. So we have to get it right," said MacKenzie. "We can only do that with the involvement of everyone concerned." He urged residents to come forward with their opinions now, whether that is more transit or more highways. "That's the only way we're going to know what the people want. We do not want to come out with something that we impose unfairly," he said. "It's an open process for everyone. It must be an open process." Protection of natural environment, water, agriculture, mineral and cultural heritage will all be considered, as well as, putting a priority on public transit. The EA will also take into consideration recent provincial government legislation: the Growth Plan for the Greater Golden Horseshoe, the Greenbelt Plan, Provincial Policy Statement, the Niagara Escarpment Plan and the Oak Ridges Moraine Conservation Plan. As well, MacKenzie said MTO would be working closely with local governments in the next few years, particularly as Halton Region develops its Durable Plan, which involves the possible expansion of the urban boundaries of Georgetown. "That's why we have to get through the first phase as soon as we can, but also by involving the municipalities, they know something is coming," he said.
