TO BUILD TURKISH NAVY. Big Contract Placed for Thirty Years With British Firm. The material efficiency of Tur- key's navy will be for thirty years 'almost entirely in British hands. The Ottoman Government has re- cently placed a contract to continue | for three decades with Armstrong and Vickers, a British firm, and which has taken over the Turkish I arsenal and naval station and will i resume control of both repairs and construction. This is one of the many instances hi which British firms are helping iu building up the navies of otli'-r countries. While busy with British orders, the shipbuilding and arma- ment firms in England are also as- sisting South American Republics, Russia, Spain and Greece. The Turkish reconstruction is probably the biggest undertaking, ince it is wholly in British hands. :A new naval base is to be establish- d~at Isinidt, about sixty miles from Constantinople on the Asiatic ' ehore of the Gulf of Marmora. For j BOO years it was the site of Turkey's ' Arsenal and dock yards, but was abandoned in 1879, owing to the harbor silting up. It will take a dozen years to restore the harbor and bring -it up to the standard of a modern naval base. However, it is the intention to build here a construction plant capable of "building modern battleships. In the meantime, the present Turkish navy, so badly treated by 'the Greeks in the recent war, is to be overhauled in the arsenal at the Golden Horn. A staff of English- men to superintend the work is al- ;ready in Constantinople, and al- though it is proposed to use Turkish labor and material as much as pos- sible, much will come from Eng- land. The board of administration will consist of five Englishmen and four Turks, the latter appointed by .the Ottoman Government. Besides 'naval work the company expects to do considerable repair work for the mercantile marine visiting Turkish waters. One of the terms of the contract was that the firm was to secure for Turkey a loan of $5,000,000 on fav- orable terms. This has already been secured, but it is not stated for what the money is to be used. Ine Porte needs a lot of money for the reorganization of the army, winch is again to be undertaken by Ger : mans, despite the adverse criticism of the army trained by them in the battles in "Thrace, but it is likely German brinks will lend money for this. The English money may, therefore, go in part payment for the battleship Rio de Janeiro, built by Armstrong and Vickers for the Brazilian Government, and for which Greece and Turkey have been competitors. The interesting problem was rais- ed by one of the French reviews recently, what would happen if gold were produced in such enormous quantities as to sink in value to th ? level of the baser metals. The three contingencies discussed -were the extraction of gold from sea wa- ter, which was dismissed as too ex- pensive to be attainable ; the in- crease from existing mines, which would be negligible from the sensa- tional standpoint of the argument ; and the probability of the produc- tion of gold by chemical means. It was the third means of produc- tion which was treated as seriously as the nature of the subject permit- ted, and it was declared that in re- lying upon the recent progress of experimental physics and of chemi- cal synthesis, the possibility of the transmutation of the metals could no longer be considered a simile chimera and might become a reality of to-morrow or the day after to- morrow. All these experiments, however, rest ultimately upon gold. If gold became dross, it would be necessary either to find a substitute metal possessing similar qualities, or to reorganize the existing monetary systems of the commercial nations. The latter is not beyond the reach of sane discussion and of definite proposals. Its essential defect would lie in the absence of power to enforce international agreements in case of financial weakness offered strong inducements for their viola- tion. The romantic dream of the sud- den dethronement of gold from its place as the standard metal would be controlled, to begin with, by the cost of the processes of produc- tion of artificial gold. The mere discovery that gold could be pro- duced by chemical processes would not solve the problem. Unless it could be produced in large quanti- ties at a cost materially below the | cost of quartz-mining in South Africa, the new process would re- main only an interesting toy. PEARLS OP TRUTH. A tragic story was told at Ply- mouth by the passengers who land- ed from the AVesfc African mail steamer Appam, concerning the death of a former Plyraouthian, Lieut. Gerald Arthur Edwin Denny, of the Connaught Rangers. Ho was coining home on sick leave, and would have been married during his stay in England. He was a passenger on the Ap- pam from Forcados, and on arrival at Lagos Roods, C. Partridge, a dis- trict commander, decided to go ashore to pay his respects to the Governor. Lieut. Denny availed himself of the opportunity of go- ing ashore as well. The Government steam lifeboat came off to the liner, but on her way to the shore was swamped on the bar. Capt. Wilcox, who was in charge of the boat, was washed in and out of the lifeboat twice, and Mr. Partridge was rescued in an almost unconscious condition by a native. Mr. Denny was seen about twenty yards away struggling in the water, but he disappeared before anyone could reach him. It is feared that a shark seized him, as the waters are infested with them.
