Blakely Merchant Tailor A COSTLY INNOVATION change in the fulruimstratiou of justice- bronylit about by Mr. Itaney, m so far as the magistracy is concern cd, is not popular with those who dc sin; to see the laws administered with tlio least poiible expeiipe, and many aro very strong in tlnir denunciation of the new regulation whei-ebj one magistrate doee the work of a whole county. It is said to be ranch more costly than the old order of things wLou each populous centre had its magistral!) to preside over tho affairs in his own immediate vicinity. An instance that illustrates this came under our observation last \veik, when a trivial case from the extreme east of the county was heard ut Mark- dale before Judge Creasor of Owen Bound. In this case a large number of witnesses were required to dn\e 25 miles over the worst kind of roads, :tnd the county magistrate had to come '2:> miles by train to try the case. Only a small line was imposed. It is estimated that the tiial would cost between five and six hundred dollars, not cotiutin ' loss of time by the wit- nesses and wear and tear of vehicles on tho trip. I nder the old system witnesses would have had to travel only live or six miles at the outside and justice would have been tcrrcd equally as well. Cubes of this nature will serve tu make .Mr. llaney's administration of jufrlicc exceedingly unpopular, and is likely to lead to a demand for a res toration of the old system. Apart from ihii more costly system, local magistrates are more iimiliar with ufl'uiis and arc in ;i hotter position to know conditions than a magistrate i placed f.ir from the scene, and who is apt to err on the side of leniency if uiy thing.
