Canadian farmers are represented aa very much surprised to find \n\- srican agriculturists in the West hand i:. glove with the industrialists of the East, i.istead of stoutly opposing them, as is the Canadian Libit. How- ever, this is no new development. A large part of the stock in trade of Western politicians is their abhorrence of the manufacturing East, but when it comes to writing tariff rales, the two Editorial from The Boston Transcript, wings find that neither can get along without the other; that if the rates on raw wool are to be high, those on wool- ens must go up correspondingly, or nothing happens. The threat now comes from Canada that if the new taritl law bear too onerously uion her products, her provincial government, without await- ing parliamentary action, muy exclude American fruits and other commodi- ties by a system of inspections which would operate as fatally as a tariif barrier. In fact, it is being said open- ly in British Columbia that if we place a duty on Canadian lumber, the mar- kets of that country will be virtually closed against the fruits and vege- tables of our north-western states. Here again would the vicious circle continue, for Section ol7 of the Ad- ministrative Provisions of the Ford- ney-McCumber Tariff Act introduces a. new principle, in authorizing the piesident to er.alize by a 50 per cent, increase in duty, and- even to exclude- the products of any country which dis- criminates ap-ainst .\merican exports. In fact, the possibilities of unfriendly relations with Canada over a too rigid legislative iKiIicy on our part would seem to be ex..ellent. This in itself would not deter the American Con- gress from enacting any tariff bill it might please to write. It might, how- ever, suggest to the tariff-makers at Washington that they have some other considerations to ponder besides the blanket requests for rate increases with which they are being flooded just now; among them, those of the Am- erican consumer.
