So far this season, Halton has larvicided 71 locations where standing water could breed mosquitoes, includ- ing five storm water ponds in Acton at Fairview Av- enue and Poplar Avenue, Gordons Creek Court and Fourth Line, Birchway Place, Deer Run Crescent and Acton Boulevard, north of McDonald Boulevard. Each location is moni- tored on a weekly basis and if mosquito larvae is found, a contractor hired by Halton determines if an approved larvicide needs to be applied. Haltons WNv budget for the 2006 season is $1.3- million with 65 per cent of the cost covered by the Province. Region moves forward on Energy from Waste plant Halton Regional Council will be moving forward establishing an Energy from Waste Facility (EFW) at the Halton Waste Management Site on Regional Road 25 in Milton. Regional Council has au- thorized staff to prepare a business case for the imple- mentation of an EFW facility which will be presented to Regional Council in Spring 2007 and will include the preliminary environmental, health, air quality, trans- portation and financial assessments needed to initi- ate public consultation and make an informed decision on the options for the EFW facility. Ontario Environment Minister Laurel Broten re- cently provided the Region with a written confirma- tion that Halton Region has approval under the Environ- mental Assessment Act to implement an EFW facility, at such time as the Region determines one is needed for the management of waste. This approval from the Min- ister is part of the original Joint Board decision which was the result of the onerous 10 plus years Environmen- tal Assessment process for the Halton Region Waste Management Site which was approved in February 1989. Halton Region has the responsibility and an obli- gation to continue to take a leadership position and become self-sufficient in managing its own waste. This includes proactively responding to the fact that the Halton Waste Manage- ment Site capacity will be exhausted by 2030 even with a 60 percent diversion rate from the landfill. As well, the producers of over 150,000 tonnes of industrial, commercial and institutional (ICI) Waste, within Halton, transfer their waste annually to Michigan/United States by truck. There is the poten- tial for the Michigan border to be closed to Ontario waste and municipalities looking to Haltons landfill as a solution. Haltons landfill capacity is finite, said Halton Region Chairman Joyce Savoline. Just as it has been a leader in the delivery of water and wastewater services, Halton Region is in front of the waste issue and exploring the opportunity to implement a safe, clean, green, state-of- the-art facility using world class technology. By imple- menting a made in Halton energy from waste solu- tion, Halton is in a unique and favourable position to become self-sufficient in managing our waste and control our own destiny. Halton Region has approval, through the Environmental Assessment Act that es- tablished the Halton Waste Management Site, to imple- ment an Energy from Waste facility that can safely re- duce the amount of waste that goes into the landfill. The approval was based on a number of conditions, including the Joint Board decision Condition 2, which stated that the Region would make all reasonable efforts to comply with the solid waste management strategy including implementing an EFW within eight years from the opening of the site. The need to manage our current and future waste disposal is becoming in- creasingly important, stated Halton Region Chief Ad- ministrative Officer Brent Marshall. The looming waste and energy crisis in Ontario is driving our con- cern. We recognize the need to be pro-active. We have the time to do this right and develop a made in Halton solution which would effec- tively extend the life of the Halton Waste Management Site to the year 2050. Staff will present the business case to Regional Council in the spring of 2007, at which time, the Halton community will be invited to comment and provide their input. Public input is needed and necessary, said Chair- man Savoline. While the public is becoming more supportive of alternative waste management technol- ogies, further education and information is required. David West, rural Milton Ive heard of the Leath- ertown Festival but I wont be there. Its not something that I would attend. Lisa Cunningham, Guelph Ive never been to it, but Ive heard its a good time and Ill be in town, so Im coming with some friends to check it out. Ive heard there are good deals, lots of people and good music. William Sloos, Acton Ive lived in Acton for the last four years and enjoy going to Leathertown ev- ery year I enjoy the music and the food and hanging out and seeing people and enjoying the afternoon.
