Continued from page 1 surplus, there would be a tax savings this year, but cautioned they would have to find that same amount for next years budget, just to remain level. He also said that in a bad winter, they could exceed the budget. DeSouza said that they carry over an opening bal- ance of $325,000, subtracted from the surplus, each year. He said this years surplus would be small, less than $175,000 once the opening balance is removed. OLeary did not make a formal motion and no action was taken on thew snow plowging budget sur- plus. Rookie Georgetown Councillor John Duncan attempted to cut the hiring of two full-time firefighters from the fire department budget budget, but his mo- tion lost on a 6-4 vote. An earlier council voted to hire four full-time fire- fighters each year until the department is up to full- time strength, in 20 to 25 years. Duncan said they all want a safe community, but with a .9 per cent increase in call volume, he cant support a 14.4 per cent fire budget in- crease and only hiring two firefighters this year would save $273,000. Mayor Rick Bonnette, noting that fire safety was the top issue in a public survey, voted against cut- ting the fire budget even though it (the budget in- crease) hurts. With a $750,000 price tag, budget committee members rejected an attempt by Ward Two Councillor Joan Rob- son to get a sidewalk built next year in Glen Williams from Bishop Court to Con- federation Street. Staff will investigate if savings could be found by building a multi-use walkway. Region increase $56... 33%. Halton Council also voted to freeze 2007 GTA Pooling payments for 2007 at the 2006 actual funding level, of approximately $41.2 million. The Province re- quires Halton to provide funding to help offset costs for the City of Toronto, for providing social assistance and social housing to their residents. This GTA Pooling transfer payment, which was mandated by the Province in 1998, was intended to be temporary. Key initiatives in the 2007 Budget include: Expand public health ser- vices almost $1.7 million (gross operating costs) in new public health infrastructure. Provide Affordable and Accessible Housing $2.7 million in capital expenditures to implement the first phase of the Regions Comprehensive Housing Strategy. Continue to provide sus- tainable water and wastewater infrastructure $9.6 million in increased capital project financing to address replace- ment/upgrade needs. Increase waste diversion $4 million in gross operating expenditures to increase the diversion of waste through continuing a pilot program to collect organic waste (the GreenCart program), and to undertake a business case study and community consul- tation to consider an Energy from Waste (EFW) business opportunity. Manage Haltons growth $2.0 million in capital costs to develop Haltons Response to the Place to Grow Plan (Durable Halton). Improve quality of re- gional roads by increasing road resurfacing expenditures by an additional $1.7 million in one-time funding. Improve community ac- cess $776,540 in gross expenditures to implement 211 and 311 telephone ser- vice. Support vulnerable citi- zens an additional $400,000 to improve the quality of life for residents of Halton.
