About 20 volunteers, including Dr. Frances Walker (centre), administered over 325 rabies vaccinations, as well as microchip ID, at a reduced rate. Dog tags and memberships were sold too. Dr. Walker emphasized that shots did not include a vet exam, which she says is crucial and should be arranged for your furry friend annually. - Rebecca Ring Photo ROCKWOODThe Miller Cemetery Committee frustrated by lack of answers to queries By Rebecca Ring Voices were raised and tones were confrontational when Bill Wingate and Ma- rie Milne spoke to council on behalf of the Rockwood Cemetery Committee Mon- day night. Wingate presented year- end fi nancial statements for Rockwood Cemetery Trust Funds. He said there is an excess of expenditures over revenue and they are in ar- rears of $24,419. He added that the committee looked through the statements and found that the cemetery was running in the green until 2001, when Wood- lawn Memorial Park was hired as management, and as of 2005, is in the red. Woodlawn resigned last November after having disagreements with the committee. Wingate asked if council knows about the arrears. Mayor Chris White said, We cannot answer that right now. Well have to look into it. Milne said, We have been asking for these fi gures for years and nobody gets back to us. White responded, This is the fi rst time this has been presented to this council. Wingate said, You should see these documents every year. The township owns the cemetery and should have fi nancial statements in their possession. White answered, You may be right. I dont know. Milne became frustrated and retorted, The clerk knows. These are clerks documents and [Janice Sheppard] has been with this for six years. Weve been asking and all we get is this. She indicated a sheet, for which she paid $109 to the Clerks Offi ce, through the Freedom of Information Act, and re- ceived a paper with all the fi nancial details and totals blacked out. She called it a rip off. White, also frustrated, said that the purpose of a delegation is to provide information, I understand the issue. Well take the documents into consider- ation. We are coming to the end of this delegation. Wingate asked about the Gladys Hanna Trust Fund, which was bequeathed for that sole purpose of build- Knapps motions for more fi scal information passed By Rebecca Ring At the regular meeting of council on April 16, Councillor Roger Knapp made two motions to get more fi nancial information. He and Councillor Reta Moyer have been asking for statements from the fi nance department detail- ing account balances and accounts receivable for months. Knapp said he could not keep approving accounts payable without knowing the other side of the bal- ance sheet. At their April 2 meeting, he voted to ap- prove the accounts payable but said it would be the last time without the requested information. Last Monday, as accounts payable came up as regular business, Councillor Doug Breen asked Knapp, Did you get what you need? to which Knapp answered, Yes, mostly. All except Moyer voted in favour of paying the balance of $90,188.40. Following the vote, Knapp made a motion requesting a quarterly snapshot of all accounts be provided to council, the fi rst to be received by May 1: specifi cally, the balance sheet, bank statements, copies of accounts receiv- able, credit card documents, reserve fund documents, where funds are invested, and fund use parameters. Finance Manager Linda Cheyne said she is not sure if all this information is public. Breen said it is okay if some is presented in closed sessions. Mayor White asked Cheyne if they could have this information before the budget is passed and she said, Yes. The motion was passed. Knapp made another mo- tion asking staff to provide all documentation regard- ing the repairs and ramp building for Rockmosa Community Centre, in- cluding all costs. It was passed. Knapp then made a notice of motion for all expense ac- counts of staff and council to be authorized by council for payment. This will be presented as a motion and voted on at their next regu- lar meeting. Moyer said government should be open and transparent, including all expense accounts. Continued on page 20
